Planning & Zoning Commission/ <br />Local Planning Agency <br />December 14, 2016 <br />Page 3 <br />Ms. Hanna said staff recommends the Planning and Zoning Commission approve CU 16-18 to allow on-site <br />consumption of alcoholic beverages, 4COP/SRX, in conjunction with the operation of the anticipated restaurant <br />located at 1275 and 1283 South U.S. Highway 17-92. She said staff approval is based on the findings of fact and <br />conclusions of the staff report dated December 14, 2016, and the twelve (12) conditions of approval outlined in the <br />staff report. <br />Mr. Henson asked the applicant to come forward. Mr. Rodrigo Moreira, 1275 South Highway 17/92, <br />Casselberry, Florida came forward. In response to the Commission's question, Mr. Moreira said he plans to open in <br />March 2017. A brief discussion ensued regarding the restaurant meeting the percentage of food sales required for <br />the alcohol license. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 16-18. Mr. Lutz made a motion that the Planning and Zoning <br />Commission approve CU 16-18 to allow on-site consumption of alcoholic beverages, 4COP/SRX, in conjunction with <br />the operation of the anticipated restaurant located at 1275 and 1283 South U.S. Highway 17-92 based on the <br />findings of fact and conclusions of the staff report dated December 14, 2016, and the twelve (12) conditions of <br />approval outlined in the staff report. Mr. Weinroth seconded the motion. The motion passed unanimously by voice <br />vote. <br />Seventh Item of Business: CU 16-19: Conditional Use for a Dock and Boardwalk at (Allegro Senior Living) <br />2701 Howell Branch Road. A conditional use request to construct a 6'x165' dock and 20'x20' deck with a roof <br />over a 20'x12' area on Lake Anne at 2701 Howell Branch Road. <br />Ms. Emily Hanna, Planner II, reviewed the information provided in staff's memorandum dated December 14, <br />2016, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />presentation is attached and made a part of the minutes). Ms. Hanna said staff recommends the Planning and <br />Zoning Commission approve CU 16-19 to allow a fixed boardwalk and dock at 2701 Howell Branch Road. She said <br />the recommendation is based on the findings of fact and conclusions of the staff report dated December 14, 2016, <br />and the four (4) conditions of approval outlined in the staff report. <br />
