BACKGROI LNTD <br />September 26, 2016, the Community Redevelopment Agency met to discuss the <br />future of the CRA. Currently, the CRA sunsets on December 11, 2017. <br />It was determined to request an eight (8) year extension from Seminole County <br />Board of County Commissioners to continue work within the CRA. <br />Florida Statute 163 requires an updated Community Redevelopment Plain to <br />accompany a request for an extension to Seminole Count}'. <br />Florida Statute 163.361 requires that the Community Redevelopment Plan be in <br />conformance with the City's Comprehensive Plan. <br />AA'AL) SIS <br />The CRA Community Redevelopment Plan aligns with the City of Casselberry <br />Comprehensive Plan in many ways: <br />1. Both documents identify strategies for redevelopment as fundamental to incentivizing <br />private development in order to provide a quality living candronm ut for residents as well <br />as a sound economic future for the City. <br />2. Both documents emphasize the importance of sound planting along the City's major <br />thoroughfares of US Highway 17-92 and State Road 436. Including specific criteria related <br />to redevelopment within the Major Thoroughfare Ari �ed Use (AMM Future rand Use <br />Designation, which senses as the backbone of the Community Redevelopment District <br />3. Both documents call for a greater prix of uses in order to support shorter trip lengths and <br />reduce the dependency on automobiles. This will be facilitated by and number anticipated <br />projects as well as the CRA design guidelines. <br />4. Both documents acknowledge the need to focus on underutilized or blighted areas and <br />properties for redevelopment <br />5. Similarly, both documents call for infill development as a means of reducing urban sprawl <br />10/13/2016 <br />BACKGIt07 ,W) <br />The CRA Plan update includes justification as to why an extension is necessary. <br />Two of the CRA's largest vacant parcels are currently under construction, <br />spurring an interest in the development potential of the CRA. <br />• The US Highway 17-92 Flyover bas still negatively impacted the finances of the <br />CRA <br />The district is still recovering from loss in incremental taxable value due to the <br />recession <br />• The district still has 22 vacant parcels and 32 parcels that are ripe for <br />redevelopment <br />• New projects were identified that align with existing strategies of the CRA <br />• Acquisition of land for the extension of Lake Concord Park <br />• Acquisition of commercial land to participate in another Public/Private <br />Partnership <br />• Designing and building a parking structure to provide parking for employees <br />of the city, residents and local businesses at lake Concord Park <br />S7i77%RECO:] <br />Staff requests that the Planning and Zoning Commission re—end approrzl of the City of <br />C—lbeny's Community Redevelopment Agency's Community Redevelopment Plan.
