Planning & Zoning Commission/ <br />Local Planning Agency <br />October 12, 2016 <br />Page 3 <br />Sixth Item of Business: CRA Redevelopment Plan Update. City of Casselberry CRA is requesting an <br />extension from Seminole County and as such must update the CRA Redevelopment Plan. <br />Ms. Emily Hanna, Planner Il, reviewed the information provided in staffs memorandum dated October 12, <br />2016, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). <br />Ms. Hanna said staff requests that the Planning and Zoning Commission recommend approval for the CRA <br />Plan Update. She said the recommendation is based on the findings of fact and conclusions of the staff report dated <br />October 12, 2016 and the Community Redevelopment Plan which is attached to the staff report as Exhibit A. <br />The Commission was opposed to constructing a parking structure on the Police Station lot. The <br />Commission said that the Police Station and City Hall are located on prime property and suggested the old bowling <br />alley site should be developed as the City complex. <br />Mr. Henson supported the extension to the CRA term. A general discussion ensued regarding increasing <br />the walkability in the community, the long range plan for the City Hall building, the CRA Plan Update being consistent <br />with the Comprehensive Plan, updating the Design Guidelines, the positive impacts of the flyover at US Highway <br />17/92 and State Road 436, and the FDOT properties that are for sale. <br />In response to the Commission's question, Ms. Hanna said that the Commissioners could email her with any <br />language and spelling corrections. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br />said he was not in favor of relocating City Hall. He said another row of parking could be added in the Quail Pond <br />area. Mr. Henson said the relocation of City Hall was not on the table for discussion at this time. <br />Mr. Henson asked for a motion to address Community Redevelopment Plan Update. Mr. Bryan made a <br />motion that the Planning and Zoning Commission recommend approval of the City of Casselberry's Community <br />Redevelopment Agency's Community Redevelopment Plan based on the findings of fact and conclusions of the staff <br />report dated October 12, 2016 and Exhibit A - Community Redevelopment Plan including spelling corrections. Mr. <br />Bakalla seconded the motion. The motion passed unanimously by voice vote. <br />
