Planning & Zoning Commission/ Local Planning Agency October 12, 2016 Page 3 Sixth Item of Business: CRA Redevelopment Plan Update. City of Casselberry CRA is requesting an extension from Seminole County and as such must update the CRA Redevelopment Plan. Ms. Emily Hanna, Planner Il, reviewed the information provided in staffs memorandum dated October 12, 2016, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint presentation is attached and made a part of the minutes). Ms. Hanna said staff requests that the Planning and Zoning Commission recommend approval for the CRA Plan Update. She said the recommendation is based on the findings of fact and conclusions of the staff report dated October 12, 2016 and the Community Redevelopment Plan which is attached to the staff report as Exhibit A. The Commission was opposed to constructing a parking structure on the Police Station lot. The Commission said that the Police Station and City Hall are located on prime property and suggested the old bowling alley site should be developed as the City complex. Mr. Henson supported the extension to the CRA term. A general discussion ensued regarding increasing the walkability in the community, the long range plan for the City Hall building, the CRA Plan Update being consistent with the Comprehensive Plan, updating the Design Guidelines, the positive impacts of the flyover at US Highway 17/92 and State Road 436, and the FDOT properties that are for sale. In response to the Commission's question, Ms. Hanna said that the Commissioners could email her with any language and spelling corrections. Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry said he was not in favor of relocating City Hall. He said another row of parking could be added in the Quail Pond area. Mr. Henson said the relocation of City Hall was not on the table for discussion at this time. Mr. Henson asked for a motion to address Community Redevelopment Plan Update. Mr. Bryan made a motion that the Planning and Zoning Commission recommend approval of the City of Casselberry's Community Redevelopment Agency's Community Redevelopment Plan based on the findings of fact and conclusions of the staff report dated October 12, 2016 and Exhibit A - Community Redevelopment Plan including spelling corrections. Mr. Bakalla seconded the motion. The motion passed unanimously by voice vote.
