Planning & Zoning Commission/ <br />Local Planning Agency <br />October 12, 2016 <br />Page 2 <br />Fifth Item of Business: CU 16-14: Casselberry Grill 2COP. Casselberry Grill is requesting to serve beer and <br />wine at 4275 South US Highway 17-92. (Parcel ID 08-21-30.514-QA00-001 F) <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in staffs memorandum dated October 12, <br />2016, and a PowerPoint presentation, to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). He said staff recommends the Planning and <br />Zoning Commission approve the requested conditional use, CU 16-14, to serve beer and wine (2COP) for property <br />located at 4275 South US Highway 17-92. He said staffs approval is based on the findings of fact and conclusions <br />of the staff report dated October 12, 2016, and the six conditions outlined in the staff report. <br />After a brief discussion regarding the limited parking on the site and parking for future tenants, Mr. <br />Fathelbab said that staff would notify future tenants of the limited parking at the time the Business Tax Receipt <br />Application is submitted for review by the Planning Department. <br />A lengthy discussion ensued regarding safety concerns entering and exiting the site, the previous restaurant <br />located at this site, and the number of parking spaces after restriping of the parking lot is completed. <br />The Commission wanted to ensure that new staff would be aware of the limited parking notification for future <br />tenants through the Business Tax Receipt Application review process. Mr. Fathelbab said that would be something <br />that would be included in the training of new staff. He said with the completion of the Lake Concord Park there <br />should be available public parking to facilitate numerous business locating in the subject property. <br />Mr. Henson asked the applicant to come forward. Mr. Himanshu Patel, 4275 S. US Highway 17/92, <br />Casselberry, Florida came forward. The Commission had no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 16-14. Mr. Bryan made a motion that the Planning and <br />Zoning Commission approve the requested conditional use, CU 16-14, to serve beer and wine (2COP) for property <br />located at 4275 South US Highway 17-92 based on the findings of fact and conclusions of the staff report dated <br />October 12, 2016, and the six conditions outlined in the staff report including Exhibit A. Mr. Bakalla seconded the <br />motion. The motion passed with a majority vote with Mr. Van Meter and Mr. Phillips casting the dissenting votes. <br />
