Ms. Ana Van Meter, 134 North Lost Lake Lane, Casselberry, Florida came forward. Ms. Van Meter <br />expressed a concern with the noise that will be generated from this business. <br />A brief discussion regarding the City's noise ordinance and the purpose and use of a dyno machine. Mr. <br />Henson asked for a motion to address CU 16-12, Mr. Bryan made a motion that the Planning and Zoning <br />Commission approve CU 16-12, conditional use for vehicular service, maintenance, and light mechanical repairs <br />(excluding sales and service, body shops, and storage), for property located at 290 Iris Road. He said the approval <br />is based on the findings of fact and conclusions of the staff report dated August 10, 2016, and the nine conditions <br />listed in the staff report with a modification to condition number one (1) changing the number of required parking <br />spaces from twelve (12) to nine (9) and 1 ADA parking space including attachments A -C. Mr. Weinroth seconded the <br />motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: LPA 16-12: Building Permit Deposit. An amendment to Section 1.4.3, Building <br />Permits, to provide a deposit at the time of building permit application submittal. <br />Ms. Emily Hanna, Planner ll, reviewed the information provided in her memorandum dated August 10, 2016, <br />and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). <br />Ms. Hanna said staff requests that the Planning and Zoning Commission recommend approval of LPA 16-12 <br />and amend the City of Casselberry Unified Land Development Regulations, Section 1-4.3, Building Permits. <br />A discussion ensued regarding the number of permits that are reviewed without the permit fee being paid, a <br />fair deposit fee, changing the wording from deposit to nonrefundable deposit and the various municipalities policy for <br />charging a building permit deposit fee. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve LPA 16-12 along with the suggested change in language to a nonrefundable deposit or <br />some language deemed worthwhile by the attorney or drafters and amend the City of Casselberry Unified Land <br />
