Planning & Zoning Commission/ <br />Local Planning Agency <br />August 10, 2016 <br />Page 2 <br />Fifth Item of Business: CU 16-12: 290 Iris Road (16-21-30-5BU-0000-0300). Conditional use request to <br />operate vehicular services, maintenance, and light mechanical repair (excluding sales and service, body <br />shops, and storage) in a CG (Commercial General) zoning district. <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in his memorandum dated August 10, <br />2016, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). <br />A brief discussion ensued regarding adjusting the parking requirements due to bay/garage #4 not being <br />utilized for service/repairs. Mr. Fathelbab said that the elimination of bay/garage #4 would require nine (9) parking <br />spaces. He said the Planning and Zoning Commission could modify the conditions of approval to reflect the reduced <br />number of parking spaces required. <br />He said staff recommends the Planning and Zoning Commission approve CU 16-12, conditional use for <br />vehicular service, maintenance, and light mechanical repairs (excluding sales and service, body shops, and storage), <br />for property located at 290 Iris Road. He said the approval is based on the findings of fact and conclusions of the <br />staff report dated August 10, 2016, and subject to the conditions listed in the staff report with a modification to <br />condition number one (1) changing the required number of parking spaces from twelve (12) to nine (9). <br />A brief discussion ensued regarding the parking configuration for the parcel, previous businesses located at <br />this site, hours of operation, and the conditional use approval review process. <br />Mr. Henson asked the applicant to come forward. Mr, Tristan Sothern, owner, 2427 North Forsyth Road, <br />Orlando, Florida came forward. In response to the Commission's question, Mr. Sothern said he read and agrees with <br />the conditions of approval. Mr. Henson explained that condition number one (1) could be modified to reduce the <br />required number of parking spaces to nine (9) with one ADA compliant space. <br />In response to the Commission's question, Mr. Sothern said that they will not have a dyno machine at the <br />site. In response to the Commission's question, Mr. Sothern said the business upgrades performance cars and they <br />do not provide general repair services. <br />A brief discussion ensued regarding the use of the fourth bay and noise concerns for the residents in the <br />area. Mr. Fathelbab reviewed decibel levels for various types of equipment. <br />
