Ms. Hanna said staff requests the Planning and Zoning Commission approve the Major Site Plan <br />application for the proposed St. Augustine Church Rectory (SPR 16-08). She said the recommendation is based on the site <br />plan dated June 28, 2016, and the staff report dated July 13, 2016, and subject to the conditions listed in the staff report. The <br />conditions of approval are: <br />1. The St. Augustine Church shall rezone the subject property in conformance with the existing Medium Density <br />Residential Future Land Use designation. <br />2. All utility lines shall be placed underground (Section 3-10.2 (4)). <br />3. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />4. All required local, regional, state and federal permits shall be obtained before commencement of development. <br />5. The applicant shall provide a photometric plan that conforms to the ULDR requirements prior to issuance of a <br />Certificate of Occupancy. <br />6. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion of the <br />project or issuance of a Certificate of Occupancy. <br />7. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the <br />expiration of this approval. <br />8. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. <br />A brief discussion ensued regarding modifying condition number 1 to add a date certain for the rezoning of the <br />property and the location of the 23 parking spaces. <br />Mr. Henson asked the applicant to come forward. Ms. Eva Nikki Wesson, civil engineer, 9519 Cannon Drive, <br />Orlando, Florida came forward. In response to the Commission's question, Ms. Wesson said she has read and agrees to the <br />conditions of approval. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />After a brief discussion regarding the rezoning, Mr. Henson asked for a motion to address SPR 16-08. Mr. Bryan <br />made a motion that the Planning and Zoning Commission approve the Major Site Plan application for St. Augustine Church <br />Rectory (SPR 16-08) based on the site plan dated June 28, 2016, the findings of fact and conclusions of the information <br />provided in the staff report dated July 13, 2016, and subject to the eight (8) conditions listed in the staff report including <br />Attachments A -F and adding condition 9 that the rezoning must be completed within one year. Mr. Van Meter seconded the <br />motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: SPR 16-10: Culvers; South US Highway 17-92 (08-21-30-536-0000-00201.
