Planning & Zoning Commission/ <br />Local Planning Agency <br />April 12, 2016 <br />Page 3 <br />based on the findings of fact and conclusions of the staff report dated April 13, 2016. Mr. Van Meter seconded the motion. <br />The motion passed unanimously by voice vote. <br />Sixth Item of Business: CU 16-06: 546 Queens Mirror Circle 1 Boat Dock. Conditional use request for a boat dock <br />within a R-12.5 (Low Density Single -Family) residential zoning district <br />Mr. Dean Fathelbab, Planner 1, reviewed the information provided in his memorandum dated April 13, 2016, and a <br />PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint Presentation <br />is attached and made a part of the minutes). He said staff recommends the Planning and Zoning Commission approve CU <br />16-06 to allow a residential floating boat dock at 546 Queens Mirror Circle and the recommendation is based on the findings of <br />fact and conclusions of the staff report dated April 13, 2016 including the conditions of approval outlined in the staff report. <br />Mr. Fathelbab explained that the applicant had a family emergency and is not available. He requested the <br />Commission continue this item if there was a need to talk to the applicant. A brief discussion ensued regarding floating docks. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />Mr. Henson asked for a motion to address CU 16-06. Mr. Bryan made a motion that the Planning and Zoning <br />Commission approve CU 16-06 to allow a residential floating boat dock at 546 Queens Mirror Circle based on the findings of <br />fact and conclusions of the staff report dated April 13, 2016 and subject to four (4) conditions outlined in the staff report. Mr. <br />Bakalla seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SP 16-02: Bainbridge Casselberry Apartments, Final Plat. Final plat review for a 336 unit <br />apartment complex located at 5655 South US Highway 17-92 within the Community Redevelopment District. <br />Ms. Emily Hanna, Planner II, reviewed the information provided in staffs memorandum dated April 13, 2016, and a <br />PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the PowerPoint Presentation <br />is attached and made a part of the minutes). Ms. Hanna said staff requests the Planning and Zoning Commission review the <br />"Bainbridge Casselberry Apartments" (SP 16-02), Final Plat, and provide a recommendation of approval to the City <br />Commission. She said the recommendation is based upon the plat dated April 5, 2016, the findings of fact and conclusions of <br />this staff report dated April 13, 2016, and the following conditions: <br />1. Bainbridge Casselberry Apartments, Final Plat shall address the outstanding comments from the City Attorney, <br />City Engineer, and City Surveyor. <br />2. The City Surveyor shall execute the signature block prior to recording of the final plat. <br />
