The applicant is proposing to offer day care services as an ancillary use to the already established TIP de Vida Church located at the subject property. The existing church presently provides the following services at the subject property: • Chureh seances at loam and 2pnr on Sunday • Bible studies starting at 7:30pm on Wednesday Staff has been assured that no other senaces will be provided during the hours of operations for the proposed day care Facility. The applicant is not proposing any additional impervious surfaces or building additions. The applicanPs proposed use is consistent with City regulations. Considering the existing character of the site, proper mitigation requires: • Various uses of the site to not conflict with one another • A sign in/out system to ensure that each patron parks their vehicle to drop off/pick up their child. The Conditional Use shall be limited to the location of 555 SR 436 and to a maeimum of 68 clients for the child cam use. 2. The conditional use shall be limited to the hours of operation as stated within this report. 3. All patrons dropping off and picking up children shall park in a designated parking space, walk die child into the building, and sign the child in and out of the facility. 4. The conduct of other uses on fire site shall not coincide with the times of operation of the child care facility c- 5. There shall be no queuing of vehicles. 6. Outdoor activities for the child care facility shall be conducted within a fenced area. 7. There shall be no outside storage or display of goods, materials or services. 8. A business tax receipt is required prior to the commencement of activities at the site. 9. A new conditional use application shall be required if the use of the space for child care facilities should cease for more than ninety (90) days or if tine use wants to expand. 10. Site maintenance, noise, and exterior lighting shall be in conformance with the City Code. 11. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null and void. 2
