Planning & Zoning Commission/ <br />Local Planning Agency <br />March 9, 2016 <br />Page 3 <br />conjunction with the operation of a restaurant located at 2050 State Road 436, Suite 116. He said staffs approval is <br />based on the findings of fact and conclusions of the staff report dated March 09, 2016, and the eleven conditions of <br />approval outlined in the staff report. <br />Mr. Henson asked the applicant to come forward. Ms. Maxine DuCasse and Mr. Winston Garwood, 2050 <br />State Road 436, Casselberry, Florida came forward. There were no questions for the applicants. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 16-04. Ms. Campbell made a motion that the Planning and <br />Zoning Commission approve CU 16-04 to allow the on-site consumption of alcoholic beverages, 2COP, in <br />conjunction with the operation of a restaurant located at 2050 State Road 436; Suite 116, subject to the findings of <br />fact and conclusions of the staff report dated March 09, 2016, including the eleven conditions of approval outlined in <br />the staff report. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SPR 14-13: The Breezeway at Lake Marie. Major site plan review for a 40 bed <br />memory care facility along Lake Drive. <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in staffs memorandum dated March 9, <br />2016, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). Mr. Fathelbab said staff requests the Planning <br />and Zoning Commission approve the major site plan application for Breezeway at Lake Marie (SPR 14-13) based on <br />the site plan dated February 29, 2016, the findings of fact and conclusions of the information provided in the staff <br />report dated March 9, 2016, and subject to the eight conditions outlined in the staff report. In response to the <br />Commission's question, Mr. Fathelbab said he did not receive any feedback from the adjacent residents. <br />Mr. Henson asked the applicant to come forward. Mr. Greg Hudak, 1344 Hardy Avenue, Orlando, Florida <br />came forward. He said they are in agreement with staffs recommendations of approval. In response to the <br />Commission's question, Mr. Hudak said that the applicant is very motivated to begin work on this development. A <br />brief discussion ensued regarding the number of existing trees that will remain on the site. <br />
