a. Sales shall be only for low -THC or other strains of medical marijuana <br />and marijuana products approved by the State of Florida for sale for medical <br />purposes in Medical Marijuana Facilities. Non- medical/recreational <br />marijuana may not be sold. <br />b. The building within which the facility is located must be at all times <br />architecturally and aesthetically compatible with immediately adjacent <br />buildings and development in the surrounding area. <br />c. The Facility shall operate in a standalone building. <br />d. No Facility shall have a drive -thru or drive -in service. All sales and <br />purchases of marijuana shall occur from inside the Facility. <br />e. The Facility shall provide adequate seating for its customers and business <br />invitees. Customers or business invitees shall not stand, sit (including in a <br />parked car), or gather or loiter outside of any Facility, including in any <br />parking areas, sidewalks, rights -of -way, or neighboring properties, for any <br />period of time longer than that is reasonably required to arrive and depart. <br />The Facility shall post conspicuous signs stating that no loitering is allowed <br />on all four (4) sides of the buildings and on the front of the property. <br />f. The Facility shall meet all parking requirements set forth in the code, and <br />any parking demand created by the Facility shall not exceed the parking <br />spaces located or allocated on -site. <br />g. The Facility shall have an onsite vault/safe for cash and inventory. <br />h. Safety and Security Plan. Each Medical Marijuana Facility is required to <br />develop a safety and security plan with the coordination of the Casselberry <br />Police Department. Essential elements of the security plan must include: <br />i. High Definition color cameras recording the inside sales <br />counter, entrance and exit doors (both public and private), <br />building perimeter, parking lot, and any processing room, <br />storage or warehouse rooms. Facilities must retain video <br />recordings for a period of not less than ninety (90) days from <br />the date of recording. Onsite supervisor or manager of the <br />Facility shall have access to the video recordings. <br />ii. The presence of a uniformed armed security guard hired from <br />a reputable licensed and bonded security agency who shall <br />secure the entrance of the Facility during all hours of <br />operation. This expense shall be paid for by the <br />owner /operator of the Facility. <br />iii. An active and working security system with panic button. <br />This system is to be monitored twenty four (24) hours a day, <br />Ordinance 16 -1439 <br />Page 8of12 <br />
