City Commission Meeting <br />Fehruary 11, 2008 <br />Page 8 <br />Staff Presentation by Barbara Lipscomb, City Manager: Resolution 08 -1863 will amend the <br />Unified Land Development Regulations (ULDR), Section 1- 2.6(1)(5) which allows the <br />Commission to grant a "conditional use" for the purpose of waiving or reducing a dimensional <br />requirement. The applicant has requested a site plan modification for front yard setbacks within <br />the Legacy Park Residential 2 Townhome Development. The modification will allow up to a <br />maximum of 3.6 inches into the front yard setback. The Planning & Zoning Commission <br />approved this request at their January 23, 2008 meeting. <br />Staff Recommendation: Approve Resolution 08 -1863 as presented. <br />MOTION: Moved by Vice Mayor /Commissioner Colleen S. Hufford to approve <br />Resolution 08 -1863, SPR 08 -02 Front Yard Setback <br />Modification /Legacy Park, as presented. Motion was seconded by <br />Sandra T. Solomon and carried unanimously on a 5 — 0 voice vote. <br />12. Other Items: <br />A. City Manager Evaluation <br />The City Commission had submitted written evaluations regarding the annual performance for the <br />City Manager. The City Manager received a performance rating of 1.48. The review was based <br />on scoring as follows: <br />1. Outstanding /Very Good <br />2. Exceeds Levels Expected (Above Average) <br />3. Meets Basic Expectations (Average) <br />4. Needs Improvement (Below Average) <br />MOTION: Moved by Commissioner Jon Miller to approve a salary increase of <br />5% for the City Manager. <br />MOTION FAILED FOR LACK OF A SECOND <br />MOTION: Moved by Commissioner Sandra T. Solomon to approve a salary <br />increase of 3% for the City Manager. Motion was seconded by <br />Commissioner Jon Miller. <br />DISCUSSION ON THE MOTION: <br />Commission Susan Doerner stated that the City Manager's <br />current salary of $140,000 yearly was competitive and she <br />could not support a 3% increase. She would support a 1.5% <br />increase. <br />
