CASSELBERRY CITY COMMISSION
Minutes of February 22, 2016 — Regular Meeting
Page 5 of 17
8. DISCUSSION ITEMS
A. Future Agenda Items
Vice Mayor Hufford advised she had received inquiries from citizens regarding use of the Police Department
parking lot for sales transactions between citizens such as exchanges of merchandise being sold via the internet.
She stated some places were allowing this in order to provide a safe place for their citizens to perform these
transactions which had good lighting and camera surveillance. After a brief discussion regarding what liabilities
and unintended consequences this might entail; what is currently recommended by law enforcement for these
types of transactions; and possible other options, Mr. Newlon advised he would direct staff to look into it, and if
they could come up with some good options they would bring those back to the Commission for consideration.
B. Municipal Advisory Committee (Metroplan) Report
No report.
C. Leadership Seminole Board Report
No report.
D. Mayors/Managers Group Report
Mayor Glancy reported that the City of Casselberry had hosted the Mayors/Managers Group meeting on Tuesday,
February 16, 2016 and Mr. Newlon and she had presented an update on the Lake Concord Park project. She
advised that there had also been discussion about Seminole County Sheriffs Office's desire to place a school
resource officer in every school in Seminole County. She stated that under this plan, either the Sheriff's Office or
the municipality could provide the officer and the school district would share the cost. Mr. Newlon explained that
the City only has two schools within its city limits, and the City currently provides a school resource officer to the
middle school only, with the Sheriff's Office providing an officer to the elementary school on a rotating basis with
other schools in the area. He further explained that due to the cost of hiring another officer to take over duties at
the elementary school, he would prefer to maintain the status quo unless the Commission felt strongly about the
City taking on this task. After a brief discussion, it was the consensus of the Commission that the City should
maintain the status quo regarding school resource officers, and Mr. Newlon should express that to the Sheriff's
Office.
E. Council of Local Governments in Seminole County (CALNO) Report
No report.
