Mr. Bryan made a motion to table LPA 15 -09 to allow staff time to <br />make further edits to the ordinance. Mr. Bakalla seconded the motion. The motion passed unanimously by voice vote. <br />Mr. Gary Glassman excused himself from the meeting at 8:25 p.m. <br />Tenth Item of Business: LPA 15 -11: CIP Plan. An ordinance adopting the Capital Improvement Program Plan for <br />2015.2019 for the City of Casselberry. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in her memorandum dated December 9, 2015, and <br />a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy is attached and made a part <br />of the minutes). Ms. Hanna said staff requests the Planning and Zoning Commission acting as the Local Planning Agency <br />review and provide a favorable recommendation to the City Commission to adopt and incorporate the updated City's 5 year <br />Capital Improvements Program (CIP) into the City's Comprehensive Plan. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />After a brief discussion, Mr. Henson asked for a motion to address LPA 15 -11. Mr. Bakalla made a motion that the <br />Planning and Zoning Commission provide a favorable recommendation for LPA 15 -11 as adoption of the 2015 CIP as part of <br />the City's Comprehensive Plan as detailed in staffs report dated December 9, 2015. Mr. Van Meter seconded the motion. <br />The motion passed unanimously by voice vote. <br />Eleventh Item of Business: ZB 15 -04: 5655 S US Highway 17 -92 Rezoning. Rezoning 5655 S. US Highway 17 -92 and <br />two adjacent parcels from PMX -H to PMX -High for a potential apartment home project. <br />Ms. Emily Hanna, Planner I, reviewed the information provided in staffs memorandum dated December 9, 2015, <br />and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy is attached and made a <br />part of the minutes). Ms. Hanna said staff recommends that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for ZB 15 -04. <br />After a brief discussion, Mr. Henson asked the applicant to come forward. Mr. Bob Thollander, Bainbridge <br />Communities, 2227 King Charles Court, Winter Park, Florida came forward. In response to the Commission's question, Mr. <br />Thollander said that he has reviewed and agrees with staffs recommendations. <br />
