CASSELBERRY CITY COMMISSION
Minutes of January 12, 2015 — Regular Meeting
Page 17 of 19
Expressed appreciation to the Commission for the salary increase and for their support and confidence
in him.
Announced for the record that he had authorized an emergency pump replacement for a lift station
located in Deer Run in the approximate amount of $16,000.
Gave a brief reporting of an incident involving failure of a pump at one of the water plants which had
occurred on December 24, 2014 and resulted in a boil water alert.
Discussion: A discussion ensued about the protocols which had been followed in notifying the public about
the alert which had been complicated due to the holiday, and additional processes which could put in place to
ensure necessary notifications are received by the residents and businesses in the event of future occurrences of
such an event, including e -mail blasts and reverse 9 -1 -1. Mr. Newlon and the Commission expressed
appreciation to all staff that had responded to the emergency and helped to make the necessary notifications
and resolve the issue.
• Reported that the first event of the City's 75t" Anniversary Celebration had occurred with the Arts and
Music in the Park and Food Truck Bazaar on Friday, January 9, 2015, noting that the event included
some presentations held in the Commission Chambers honoring the history of Casselberry. He stated
the event was a success, although there was slightly lower attendance due to the cold weather. He
thanked all those who had a part in coordinating the event.
No report.
Reminded the Commission that board appointments for the Planning and Zoning Commission, Parks
and Recreation Advisory Board and possible Lakes Management Advisory Board would be presented
for consideration at the next regular Commission meeting on January 26, 2015.
Reminded the Commission of the new legislative required for all elected officials to have a minimum
of four hours of ethics and Sunshine Law training annually. Advised that the City of Sanford would
be offering an opportunity for training which would meet the new requirement in two sessions to be
held at Sanford City Hall on February 24, 2015 from 1:00 -5:30 p.m. and February 25, 2015 fiom 8:00
a.m. -12:30 p.m. She noted that the presenters would be Virlindia Doss, Executive Director for the
Commission on Ethics and Attorney Pat Gleason, Special Counsel for the Florida Attorney General's
Office, so the training would be especially beneficial coming from the actual source of Florida's ethics
requirements. She asked that the Commissioners advise her of which session they would like to attend
and she would relay the information to the City of Sanford. Mr. Newlon noted that if anyone was
unable to attend either of these sessions, additional opportunities would be sought for the mandated
training; however, he emphasized that these presenters would be exceptional, as their offices are those
that would be interpreting whether or not violations have occun•ed and the Commission would be
