CASSELBERRY CITY COMDIISSION <br />Minutes of January 26, 2015 — Regular Meeting <br />Page 15 of 20 <br />MOTION: Commissioner Hufford moved to approve Resolution 15 -2692, as presented. <br />Motion was seconded by Commissioner Aramendia. Motion carried <br />unanimously by voice vote 5 -0. <br />D. Resolution 15 -2693 — Request to Appoint Governing Body as the Community <br />Redevelopment Agency <br />The City Clerk read Resolution 15 -2693 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, <br />RELATING TO COMMUNITY REDEVELOPMENT, REQUESTING THAT THE SEMINOLE <br />COUNTY BOARD OF COUNTY COMNIISSIONERS APPOINT THE CITY COMMISSION, AS <br />THE GOVERNING BODY OF THE CITY OF CASSELBERRY, TO THE CASSELBERRY <br />COMMUNITY REDEVELOPMENT AGENCY, CONSISTENT WITH SECTION 163.357, FLORIDA <br />STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Resolution 15 -2693 was published in the <br />Orlando Sentinel on Thursday, January 15, 2015. <br />Staff Presentation: Community Development Director Sandra Smith explained that Resolution 15 -2693 <br />provided for the City to request that Seminole County appoint the City Commission as the Casselberry CRA, <br />rather than continue with the current setup with seven members, three appointed by the County and four <br />appointed by the City. She noted that this was similar to what Seminole County did with its own CRA. She <br />added that the Commission would have to serve separately as the City Commission and as the Community <br />Redevelopment Agency (CRA). <br />Ms. Smith called attention to a revision to Section III of Resolution 15 -2693 which had been amended to <br />provide authority to the Mayor to effectuate any agreements necessary to support the extension of the CRA and <br />the appointment of the Commission as the CRA. She noted that this was the same correction which had been <br />made to Resolution 15 -2691 in the Consent Agenda. She explained that in the event all three resolutions were <br />approved by the Commission, the Seminole County Board of County Commissioners would then meet in <br />February to make a final decision whether to approve the extension and the change to the CRA board make -up. <br />She added that if the County approved the extension and change, then further action would be needed, such as <br />interlocal agreements and changes to the City Code sections regulating the appointments to City boards. City <br />Attorney Reischmann clarified that the changes to the City Code would simply be housekeeping measures, but <br />the Commission would still be able to meet as the CRA prior to the adoption of those changes. <br />Discussion: A brief discussion ensued regarding previous difficulties in recruiting members for the CRA, and <br />other cities in the area in which the Commission served as the CRA. <br />Budget Impact: There is no impact to the current City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 15 -2693. <br />
