Piggyback City of Oviedo's Professional Services Agreement for Geotechnical <br />Services with Ardaman & Associates Inc. <br />Introduction: this item provides for consideration to piggyback the City of Oviedo's Professional Services <br />Agreement for Geotechnical Services with Ardaman & Associates, Inc. at an hourly rate as set forth in Exhibit <br />C of the City Oviedo contract. <br />Budget Impact: There is no impact to the City Budget at this time. As work is awarded to Ardaman & <br />Associates through supplements to this contract, subsequent budgetary impact will be brought to City <br />Commission for approval. <br />Recommendation: The City Manager and the Public Works Director recommended approval to piggyback <br />the City of Oviedo's Professional Services Agreement for Geotechnical Services with Ardaman & Associates, <br />Inc. <br />Audience Participation: No one came forward to address the Consent Agenda. <br />MOTION: Commissioner Aramendia moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Hufford. Motion carried unanimously <br />by voice vote 5 -0. <br />8. DISCUSSION ITEMS <br />A. Future Agenda Items <br />Commissioner Hufford stated she had spoken with Mayor of Lacey of Winter Springs regarding waste <br />management services of the School Board and he had expressed some concerns about the different cities' <br />franchise ordinances and whether the cities may be violating their own. ordinances by allowing the School <br />Board to have its own franchise. Mr. Newlon clarified that the City of Winter Springs had an exclusive <br />franchise arrangement with WastePro, while the City of Casselberry has a non - exclusive franchise ordinance <br />which allows basically anyone who wants to provide solid waste container rental and disposal to do business in <br />the City as long as they are in compliance with the City's ordinance. He advised that he has directed both staff <br />and the City attorney to research the issue, however, to make sure that the City is in compliance with both state <br />and city regulations, and if necessary the matter would be brought to the Commission for consideration at a <br />later time. <br />B.
