City Center Property Development Report <br />City Manager Randy Newlon reported that planning and engineering continued to go forward on the site work <br />at the 15 -acre Lake Concord Park site across fi•om City Hall and he expected to receive more information later <br />in the week regarding revised cost estimates. He added that the City's commercial developer, Casto, was <br />seeking to place the outparcel in front of Target with a Panda Express restaurant, and that Panda Express had <br />presented its preliminary site plan to the City's Development Review Committee in the past week. He stated <br />that purchase of the property could potentially take place within the next sixty days. <br />9. RESOLUTIONS <br />A. Resolution 15-2733 — SR 436/Red Bug Lake Road Small Area Study <br />The City Clerk read Resolution 15-2733 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA <br />TO ACCEPT THE STATE ROAD 436/RED BUG LAKE ROAD SMALL AREA STUDY <br />CONDUCTED BY LASSITER TRANSPORTATION GROUP, INC.; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br />Staff Presentation: Community Development Director Sandra Smith introduced Mr. Matt West of Lassiter <br />Transportation Group, Inc., the engineering and planning firm which conducted the SR 436/Red Bug Lake <br />Road Small Area Study that had been funded through a grant from the Florida Department of Economic <br />Opportunity. Mr. West then gave a presentation detailing the study process and results, including an existing <br />conditions report, public involvement stakeholder coordination report, and a proposed implementation plan <br />which contained the following components: <br />• Recommended changes to City's Comprehensive Plan and Land Development Regulations <br />• Recommended Conditions Case Study <br />• Mobility Plan Recommendations <br />• Access Management/Traffic Operations Recormnendations <br />Discussion: Discussion ensued regarding possibilities for development in the area; Code changes necessary to <br />facilitate development; mobility, transportation and access issues; architectural standards; and advertising <br />issues. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 15-2733 accepting the SR 436/Red Bug Lake Road Small Area Study. <br />
