Resolution t5- 2751 — Cooperation Agreement as a Sub - recipient to Seminole Countyfor <br />US Department of Housing and Urban Development CDBG Funding <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA APPROVING AND RE- AUTHORIMU <br />THE COMMUNITY DEVELOPMENT BLOCK GRANT COOPERATION AGREEMENT BETWEEN THE <br />CITY OF CASSELBERRY AND SEMINOLE COUNTY (URBAN COUNTY) FOR THE CITY TO RECEIVE <br />U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FUNDING AS A SUB - RECIPIENT <br />FROM SEMINOLE COUNTY (URBAN COUNTY); PROVIDING FOR CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE" <br />Introduction: Resolution 15 -2751 approves the amended Community Development Block Grant Cooperative <br />Agreement between Seminole County and the City of Casselberry for the receipt of U.S. Department of Housing <br />and Urban Development (HUD) funds for the program years of 2016, 2017 and 2018, and authorizes the Mayorto <br />execute said document on behalf of the City. <br />Budget Impact: There is no impact to the City budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Resolution 15 -2751. <br />E. Renewal with Cigna HealthCare for Employee Health Insurance <br />Introduction: Renewal of City employees' health insurance coverage with Cigna HealthCare for the fiscalyear <br />October 1, 2015 through September 30, 2016 is requested. <br />Budget Impact: Funds for the City's share of employee health insurance premiums will be provided in the <br />Adopted Budget for FY 2016 in the applicable Health Insurance expenditure accounts for each department. <br />Recommendation: The City Manager and the Finance Director recommended approval of the negotiated renewal <br />for health insurance coverage with Cigna HealthCare. <br />F. Renewal of Employee Ancillary Insurance Benefits <br />Introduction: Renewal of City employees' ancillary insurance coverage for the fiscal year October 1, 2015 <br />through September 30, 2016, which includes a change in City-paid life insurance from Cigna to The Hartford and <br />a rate decrease of 33 %; a change in City-paid short -term disability from Cigna to The Hartford and a rate decrease <br />of 11 %; and similar changes in employee -paid insurance, including decrease of 30% for vision and 64% for <br />dental. <br />Budget Impact: Funds for the life insurance premiums and short -term disability insurance premiums will be <br />provided in the Adopted Budget for FY 2016 in the applicable insurance expenditure accounts for each <br />department. <br />
