Motion carried unanimously by <br />voice vote 5 -0. <br />C. Resolution 15 -2772 — Street Lighting Final Assessment Resolution <br />The City Clerk read Resolution 15 -2772 by title as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, RELATING TO <br />THE DELIVERY AND FUNDING OF STREETLIGHTING SERVICES WITHIN THE CITY; <br />AMENDING, RATIFYING AND CONFIRMING THE PRELIMINARY RATE RESOLUTION FOR <br />FISCAL YEAR 2015 -16 AND ALL PREVIOUSLY IMPOSED STREET LIGHTING ASSESSMENTS, <br />CHARGES AND FEES; DETERMINING THAT CERTAIN REAL PROPERTY IS SPECIALLY <br />BENEFITED BY STREET LIGHTING SERVICES; APPROVING THE ASSESSMENT ROLL; <br />PROVIDING THE METHOD OF COLLECTION; AND PROVIDING AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Resolution 15 -2772 was published in the <br />Orlando Sentinel on Thursday, July 30, 2015. <br />Staff Presentation: Permitting & Construction Manager Marty Pawlikowski gave a brief overview of <br />Resolution 15 -2772, explaining that it was the City's annual street light resolution. He further explained that <br />the rate of $31.88 per equivalent residential unit (ERU) had not changed from the previous year assessed, and <br />staff felt this was due in part to the conversion to LED streetlights, and that the cost based on what Duke <br />Energy had presented to them would be exactly the same as the previous year. He added that without a full <br />year of invoicing from Duke Energy with the new LED lights, staff felt it would not be appropriate to raise the <br />rate for FY 2015 -2016. <br />Budget Impact: The estimated revenue from the Streetlight Assessment has been budgeted in the FY 2016 <br />Street Light Fund Special Assessments /Service Charges account #120- 0000 - 325.20 -00 in the amount of <br />$366,329. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />15 -2772. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Resolution 15 -2772. No one came <br />forward. Mayor Glancy closed the public hearing relative to Resolution 15 -2772. <br />MOTION: Commissioner Meadows moved to approve Resolution 15 -2772, as presented. <br />Motion was seconded by Vice Mayor Solomon. Motion carried unanimously by <br />voice vote 5 -0. <br />
