CASSELBERRY CITY COMMISSION <br />Minutes of September 14, 2015 — Regular Meeting <br />Page 11 of 14 <br />CommissionerAramendia left the Chambers at 4:53 p.m. <br />• Reported she had noticed definite improvement in the cleanliness near the intersection of Oxford Road <br />and Fernwood Boulevard in the area of the Lynx bus station. She added that she appreciated the <br />efforts of County Commissioner Henley's office and Lynx to see that improvements were made in that <br />area. <br />• Asked about the status of code enforcement staffing and Mr. Newton advised that there currently was <br />one full -time Code Enforcement Officer, and one part-time Officer on temporary assignment who was <br />a retiree who had agreed to come back on a temporary basis. He added that there was currently an <br />active posting for a Lead Code Enforcement Officer which had not yet been filled, and that after the <br />budget was approved a part -time support person would be added and tasked with the collection of <br />snipe signs. He further added that the temporary assignment would also continue for as long as the <br />person in the position wished to remain into the new fiscal year; however, until the two new positions <br />were hired, the department was still shorthanded. <br />• Advised that it was Rosh Hashana, the Jewish New Year, and wished her fellow Commissioners and <br />everyone a happy, healthy and prosperous New Year. <br />Mayor Glancy — Seat No. 5: <br />Asked Community Development Director Sandra Smith for an update on the Wa Sushi restaurant's <br />application for a beer and wine license. Ms. Smith advised the restaurant was in the CS (Commercial <br />Service) zoning district which does not allow sales of alcoholic beverages, so staff was working on an <br />amendment to the permitted use table 2 -5.3 to allow alcoholic beverage sales in the CS zoning district <br />as a conditional use. She explained that the request had gone to the Planning and Zoning Commission <br />in the past week and was scheduled to come before the City. Commission at the October 12, 2015 <br />meeting. <br />Discussion: Discussion ensued regarding the process for amending the permitted uses; the process for <br />conditional use; the timing and notice requirements for these types of changes; and whether there was enough <br />time for the required notice to be made if the approval was scheduled for the September 28, 2015 meeting in <br />order to assist a new business owner in the City. <br />Commissioner Aramendia returned to the Chambers at 4: 58 p.m. <br />After further discussion, it was determined that proper notice could be made and it would be placed on the <br />September 28, 2015 agenda. Ms. Smith advised that there would be two hearings, and if it was approved, the <br />actual conditional use process could be started. <br />Reported that she had also attended the Rock n' Run event on Saturday, September 12, 2015 and it <br />was well attended <br />Advised she and Commissioner Hufford had attended the ribbon cutting for the new Planet Smoothie <br />on Wednesday, August 29, 2015 and she was excited to have this new business in the City. <br />Reported she and City Manager Newton had both participated in Government Day for Leadership <br />Seminole on Friday, September 11, 2015. <br />
