CASSELBERRY CITY COMMISSION <br />Minutes of September 14, 2015 — Regular Meeting <br />Page 10 of 14 <br />Commissioner Andrew Meadows — Seat No. 2 <br />• Reported he had attended the Rock n' Run 5K on Saturday, September 12, 2015 at Secret Lake Park, <br />and there had been a very large turnout. He commended staff on a great job helping to coordinate the <br />event. <br />• Thanked Mr. Newlon for getting the workshop to discuss the elevations of the Lake Concord Park <br />(City Center) residential component set up so quickly. <br />Commissioner Colleen Hufford — Seat No. 4: <br />Reported that she and her husband had walked over to the golf course to see what kind of progress had <br />been made and had met Golf Operations Manager Stan Stephens. She stated they were already <br />making a lot of changes and that Mr. Stephens had advised attendance had already doubled. She <br />added that she had also spoken to a golfer who was there and he had very positive things to say about <br />the changes. Mr. Newlon added that he had met earlier in the day with Mr. Gene Garrote, President <br />and CEO of Integrity Golf Company, along with his staff to discuss their proposed budget. He stated <br />there would be some infusion of funds needed over the next year due to operations costs and the need <br />to repair and maintain some equipment; however, based on their experience, they expected to basically <br />break even on the actual operations of the course. <br />Shared that she had recently attended her class reunion in Frankfort, Indiana and was able to spend a <br />couple of hours speaking with the Mayor about redevelopment and what can be done to help cities to <br />thrive. She added that it was a very pleasant and interesting conversation. <br />Vice Mayor Sandra Solomon - Seat No. 3: <br />Stated she had been very pleased to see a full -page ad in the Orlando Sentinel for the upcoming Jazz <br />and Art Festival. <br />Advised she had attended a recent Carriage Hill Homeowners' Association meeting and there had <br />been some confusion about parking restrictions. When asked whether parking on the grass was in <br />violation of City Code, the police officers who were present advised that it was; however, they advised <br />that parking between the road and the sidewalk was allowed. She asked for clarification from staff <br />members who were present at the Commission meeting regarding this issue. Ms. Gardner advised that <br />parking in a public right -of- way was allowed as long as no portion of the vehicle was on the sidewalk. <br />Community Development Director Sandra Smith further clarified that parking on grass on private <br />property was allowed as long as it had been designated as a parking area adjacent to the driveway; <br />however just parking anywhere on the front yard would be prohibited. She added that Code <br />Compliance staff only enforced parking within the private property, and the Police Department would <br />enforce any violations within the streets or City rights -of -way. Commissioner Solomon stated she felt <br />that the officers at the HOA meeting had provided too much information regarding parking in the right <br />of way, as they had only been asked whether it was illegal to park on the grass but had volunteered <br />that parking in the right -of -way was allowed. She added that she preferred that vehicles did not park <br />along the streets in the rights -of -way. Chief Krantz responded that sometimes it was difficult not to <br />volunteer inforrnation about alternatives to an issue; however, Commissioner Solomon's concerns <br />were duly noted. <br />
