CASSELBERRY CITY COMMISSION Minutes of November 9, 2015 — Regular Meeting Page 12 of 19 CONSENSUS: After additional lengthy discussion, it was the consensus of a majority of the Commission to direct staff to draft a policy for prayer at the start of meetings to be given by a rotation of established religious organizations within the City, and following the guidelines set out by the Supreme Court decision in Town of Greece vs. Galloway. Mayor Glancy advised that the other issue relating to the City's meeting and agenda policies was the meeting time. She reminded the Commissioners that each had received information about the meeting times for other cities and counties in the area, in addition to the School Board. She added that most of those listed had meeting start times of 6:00, 6:30 or 7:00 p.m., and noted that the City of Casselberry had previously met at 7:00 p.m. for many years and had only moved the start time to 4:00 p.m. in the past couple of years. Discussion: A lengthy discussion ensued regarding the advantages and disadvantages of various meeting starting times; the length of the meetings; the effect of meeting times on citizen participation in the meetings; and staff attendance and compensation. CONSENSUS: The Commission agreed by consensus to change the regular Commission meeting start time to 5:00 p.m. Mayor Glancy recognized Boy Scout Brandon Towns from Troop 692, Casselberly, who was attending the meeting as part of the work towards earning his Citizenship in the Community badge. 9. RESOLUTIONS Resolution 15 -2801 was added to the Agenda by Motion to Amend the Agenda made at the beginning of the meeting (See motion on Page 2 of these minittes) A. Resolution 15 -2801 — Authorization to Bid and Contract for Purchase 161 Quail Pond Circle, Parcel ID 408- 21 -30- 514 -QB00 -0210 The City Clerk read Resolution 15 -2801 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE PURCHASE OF PROPERTY LOCATED AT 161 QUAIL POND CIRCLE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Staff Presentation: City Manager Randy Newlon reminded the Commission that the City had been accumulating property on Quail Pond Circle for the expansion of Lake Concord Park, and the property at 161 Quail Pond Circle had become available for purchase in August of 2015. He added that the property had gone through foreclosure and the bank had planned to put it up for auction. He stated that the Commission had authorized the City Manager at its August 24, 2015 meeting to bid on the property for a price not to exceed $150,000. He explained that the auction did not take place and the bank had transferred title to the Department of Housing and Urban Development (HUD).
