CASSELBERRY CITY COMMISSION <br />Minutes of November 9, 2015 — Regular Meeting <br />Page 12 of 19 <br />CONSENSUS: After additional lengthy discussion, it was the consensus of a majority of the <br />Commission to direct staff to draft a policy for prayer at the start of meetings <br />to be given by a rotation of established religious organizations within the City, <br />and following the guidelines set out by the Supreme Court decision in Town of <br />Greece vs. Galloway. <br />Mayor Glancy advised that the other issue relating to the City's meeting and agenda policies was the meeting <br />time. She reminded the Commissioners that each had received information about the meeting times for other <br />cities and counties in the area, in addition to the School Board. She added that most of those listed had <br />meeting start times of 6:00, 6:30 or 7:00 p.m., and noted that the City of Casselberry had previously met at <br />7:00 p.m. for many years and had only moved the start time to 4:00 p.m. in the past couple of years. <br />Discussion: A lengthy discussion ensued regarding the advantages and disadvantages of various meeting <br />starting times; the length of the meetings; the effect of meeting times on citizen participation in the meetings; <br />and staff attendance and compensation. <br />CONSENSUS: The Commission agreed by consensus to change the regular Commission <br />meeting start time to 5:00 p.m. <br />Mayor Glancy recognized Boy Scout Brandon Towns from Troop 692, Casselberly, who was attending the <br />meeting as part of the work towards earning his Citizenship in the Community badge. <br />9. RESOLUTIONS <br />Resolution 15 -2801 was added to the Agenda by Motion to Amend the Agenda made at the beginning <br />of the meeting (See motion on Page 2 of these minittes) <br />A. Resolution 15 -2801 — Authorization to Bid and Contract for Purchase 161 Quail <br />Pond Circle, Parcel ID 408- 21 -30- 514 -QB00 -0210 <br />The City Clerk read Resolution 15 -2801 by title as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />PURCHASE OF PROPERTY LOCATED AT 161 QUAIL POND CIRCLE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon reminded the Commission that the City had been <br />accumulating property on Quail Pond Circle for the expansion of Lake Concord Park, and the property at 161 <br />Quail Pond Circle had become available for purchase in August of 2015. He added that the property had gone <br />through foreclosure and the bank had planned to put it up for auction. He stated that the Commission had <br />authorized the City Manager at its August 24, 2015 meeting to bid on the property for a price not to exceed <br />$150,000. He explained that the auction did not take place and the bank had transferred title to the Department <br />of Housing and Urban Development (HUD).
