Second Reading; of Ordinance 15 -1429 — Amendin the he CL ofCasselberry Unified <br />Land Development Regulations, Chapter II — District and General Regulations, <br />Article V — Zoning District Regulations re Sales of Alcoholic Bevera eg s and <br />Dwelling Units per Acre <br />Ms. Sundvall read Ordinance 15 -1429 by title as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY CODE, <br />PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, TABLE 2 -5.3, LAND USE BY <br />DISTRICT, TO ALLOW SALES OF ALCOHOLIC BEVERAGES FOR ON -SITE CONSUMPTION <br />AS A CONDITIONAL USE WITHIN THE CS (SERVICE COMMERCIAL) ZONING DISTRICT; <br />AMENDING TABLE 2 -5.4, SIZE AND DIMENSION REGULATIONS, TO SPECIFY 13 DWELLING <br />UNITS PER ACRE FOR OR (OFFICE RESIDENTIAL) AND CL (LIMITED COMMERCIAL) <br />ZONING DISTRICTS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing for Ordinance 15 -1429 was published in the <br />Orlando Sentinel on Sunday, October 4, 2015. <br />Staff Presentation: Planner Emily Hanna gave a brief overview of Ordinance 15 -1429, reminding the <br />Commission that the ordinance had been approved on first reading at the September 28, 2015 Commission <br />meeting. She explained that there were two components to the proposed ordinance, the first being an <br />amendment to Section 2 -5.3, Table 2.5.3 (Land use by District) of the Casselberry Unified Land Development <br />Regulations to allow for sale of alcoholic beverages for on -site consumption within the CS (Commercial <br />Service) zoning district, and the second to amend Table 2 -5.4 by allowing up to 13 dwelling units per acre <br />within both the OR (Office Residential) and CL (Limited Commercial) zoning districts. She added that there <br />had been no changes to Ordinance 15 -1429 since first reading. <br />Budget Impact: There is no impact to the City's budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption of <br />Ordinance 15 -1429 on second reading. <br />Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 15 -1429. No one came <br />forward. Mayor Glancy closed the public hearing relative to Ordinance 15 -1429. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 15 -1429 on second and <br />final reading, as presented. Motion was seconded by Commissioner Meadows. <br />Motion carried unanimously by voice vote 5 -0. <br />
