Second Reading; of Ordinance 15 -1429 — Amendin the he CL ofCasselberry Unified Land Development Regulations, Chapter II — District and General Regulations, Article V — Zoning District Regulations re Sales of Alcoholic Bevera eg s and Dwelling Units per Acre Ms. Sundvall read Ordinance 15 -1429 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY CODE, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, TABLE 2 -5.3, LAND USE BY DISTRICT, TO ALLOW SALES OF ALCOHOLIC BEVERAGES FOR ON -SITE CONSUMPTION AS A CONDITIONAL USE WITHIN THE CS (SERVICE COMMERCIAL) ZONING DISTRICT; AMENDING TABLE 2 -5.4, SIZE AND DIMENSION REGULATIONS, TO SPECIFY 13 DWELLING UNITS PER ACRE FOR OR (OFFICE RESIDENTIAL) AND CL (LIMITED COMMERCIAL) ZONING DISTRICTS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing for Ordinance 15 -1429 was published in the Orlando Sentinel on Sunday, October 4, 2015. Staff Presentation: Planner Emily Hanna gave a brief overview of Ordinance 15 -1429, reminding the Commission that the ordinance had been approved on first reading at the September 28, 2015 Commission meeting. She explained that there were two components to the proposed ordinance, the first being an amendment to Section 2 -5.3, Table 2.5.3 (Land use by District) of the Casselberry Unified Land Development Regulations to allow for sale of alcoholic beverages for on -site consumption within the CS (Commercial Service) zoning district, and the second to amend Table 2 -5.4 by allowing up to 13 dwelling units per acre within both the OR (Office Residential) and CL (Limited Commercial) zoning districts. She added that there had been no changes to Ordinance 15 -1429 since first reading. Budget Impact: There is no impact to the City's budget. Recommendation: The City Manager and the Community Development Director recommended adoption of Ordinance 15 -1429 on second reading. Public Hearing: Mayor Glancy opened the public hearing relative to Ordinance 15 -1429. No one came forward. Mayor Glancy closed the public hearing relative to Ordinance 15 -1429. MOTION: Commissioner Aramendia moved to approve Ordinance 15 -1429 on second and final reading, as presented. Motion was seconded by Commissioner Meadows. Motion carried unanimously by voice vote 5 -0.
