She added that a number of substandard breeding facilities known as "puppy mills" <br />and "kitten factories" exist that mass - produce these animals, many of which are sold to retail pet stores. She <br />further added that many of these facilities have inhumane housing conditions that become a health, safety and <br />welfare issue to the animals residing in these facilities, and to those residents and animals that reside nearby. <br />Ms. Hanna advised that Florida is currently one of the leading states regulating retail sales of dogs and cats, <br />with 35 municipalities adopting ordinances to prohibit or regulate their sales. She explained that if adopted, <br />Ordinance 15 -1430 would provide the following criteria for regulation of this issue in the City of Casselberry: <br />1. The retail sales of dogs and cats shall be restricted to animal rescue organizations, animal <br />shelters or individuals who rear and sell dogs or cats on their property. <br />2. Definitions are provided for: animal rescue organization, animal shelter, cat, certificate of <br />source, dog, pet store, and pet store operator. <br />3. Exemptions are provided to those who breed dogs and /or cats in their home, animal shelters, <br />animal rescue organizations and those shelters and rescue organizations that operate out of a <br />pet store. <br />4. Regulations related to a Certificate of Source — how it will be provided and displayed. <br />5. Violations — penalties and prosecution. This action is not part of Chapter 20, Animals and <br />Fowl, of the Seminole County Code that is regulated and enforced by Seminole County <br />Animal Control; therefore, violations will be enforced by City staff through methods provided <br />within City Code 1 -13. <br />Budget Impact: There is no impact to the City's budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval of <br />Ordinance 15 -1430 on fast reading. <br />Audience Participation: The following individuals came forward to address Ordinance 15 -1430: <br />1. Ms. Carla Wilson, 702 Heather Lane, Winter Springs, voiced support of Ordinance 15 -1430. <br />2. Mr. Ted Weeks, 30 Surrey Knolls, spoke in support of Ordinance 15 -1430. <br />No one else came forward. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 15 -1430 on first <br />reading, as presented. Motion was seconded by Commissioner Meadows. <br />Discussion: Commissioner Meadows thanked Ms. Hanna and City staff for working to bring this ordinance to <br />the Commission, stating he thought it was a great ordinance, both as a consumer and an animal protection <br />mechanism. Mayor Glancy thanked Commissioner Meadows for suggesting consideration of an ordinance <br />addressing this issue. <br />Motion carried unanimously by voice vote 5 -0. <br />
