CASSELBERRY CITY COMMISSION <br />Minutes of February 8, 2016 — Regular Meeting <br />Page 8 of 12 <br />8. DISCUSSION ITEMS <br />EMS <br />A. Future Agenda Items <br />Commissioner Aramendia suggested exploring dedicated millage for parks and recreation. <br />Discussion: A lengthy discussion ensued regarding the process, logistics and timing for bringing a proposal <br />for dedicated millage to the voters as a ballot question; duration and amount of any proposed dedicated <br />millage; citizens' and the Commission's vision for future recreational amenities in the City; options for funding <br />sources; and the process for the City's Parks and Recreation Master Plan which is currently being proposed. <br />In response to questions from the Commission, Mr. Newlon advised that although originally staff had sought to <br />piggyback on a Seminole County Schools contract for a consultant to prepare the Parks and Recreation Master <br />Plan, it had been discovered that the scope was not broad enough for the City's needs and a bid would now <br />need to go out for the consultant services. He further advised that the bid process would take approximately 60 <br />days, after which the consultant would need several months to prepare the Plan. He noted that preparation of <br />the City of Maitland's Parks Master Plan had taken approximately one year. Each of the Commissioners <br />agreed that preparation of the Plan should not be lashed. <br />After additional brief discussion, the Commission agreed by consensus to proceed with the process needed to <br />engage a consultant and get a Parks and Recreation Master Plan completed, after which there could be more <br />discussion about prioritizing of projects and funding options, including outreach to the City's citizens to get <br />feedback about the types of amenities they would like to see, and what was most important to them. <br />B. Municipal Advisory Committee (Metroplan) Report <br />Mayor Glancy reported that the Committee had met on February 4, 2016 and most of the action items on the <br />agenda were housekeeping -type items; however, she did advise that a new process will now be used for <br />prioritizing of projects utilizing an on -line application process. She also commended and thanked Assistant <br />Public Works Director /City Engineer Dr. Kelly Brock for his long -time service on the Technical Advisory <br />Committee and for always giving the City a voice in the decisions being made about which projects are to be <br />advanced. <br />C. Leadership Seminole Board Report <br />No report. <br />D. Mayors/Managers Group Report <br />No report. <br />
