such an ordinance in accordance with 40C- 2.042(2)(a) and (b); and <br />WHEREAS, doing so requires some modification to existing Article VI of the City's <br />Code; and <br />WHEREAS, the City Commission of the City of Casselberry has determined that this <br />ordinance is appropriate and will benefit the public health, safety and welfare; and <br />NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE CITY <br />OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. The title of Chapter 86, Article VI is hereby changed to "Water <br />Conservation and Landscape Irrigation" and a Division I, "Water Conservation Generally" is <br />hereby created. Division I shall cover sections 86 -321 to 86 -331. <br />SECTION 2. Section 86 -321, Establishment and intent, of Article VI, Water <br />Conservation is hereby amended to read as follows: <br />Sec. 86 -321. Establishment; intent. <br />The public health, safety, convenience and welfare require the harmonious, <br />orderly and progressive development of a water conservation program within the City. <br />The establishment of a water conservation program is a vital step in the progress to <br />ensure adequate water supply to the citizens of the City. The general welfare, health, <br />safety and convenience of the community are directly affected by the use and <br />availability of water. It is, therefore, in the interest of the public that a water conservation <br />program be designed and developed in accordance with sound rules and proper <br />minimum standards. The purpose and intent of this Article is as follows: <br />(1) To establish design standards for low flow fixtures that will encourage water <br />conservation practices; and <br />(2) To establish procedures for the declaration of a water shortage emergency; <br />and <br />(3) To provide regulations and rules to be enforced at all times and during a <br />water shortage emergency. <br />(4) To protect the water resources of the City of Casselberry from the harmful <br />effects of over utilization during periods of water shortage and allocate available water <br />supplies equitably among its customers. �e� inrr h�?ss#+p�he St. l.,hRG Q�ef <br />,WateF .anaaemc.R;GRt ,istF*Gt in the A/nter SheFtage Plan and the <br />
