d. A description of the extent to which any watercourse will be altered <br />or relocated as a result of proposed development. <br />(2) Construction Stage. <br />a. The applicant shall provide a floor elevation or floodproofing <br />certification after the lowest floor is completed. Upon placement of <br />the lowest floor, or floodproofing by whatever construction means, <br />or upon placement of the horizenfal struntl oral members of the <br />lowest floor' whichever is applicable' it shall be the duty of the <br />permit holder to submit to the City Engineer a certification of the <br />elevation of the !owe floor, or the floodproofed elevation, or the <br />elev afi rltil� !owecJ' pnriinn of the hoORentauGtu aZIT me bber s <br />of the lowest floor, whichever is applicable, as built, in relation to <br />mean ea- level NAVD 1988. This certification shall be prepared by <br />or under the direct supervision of and certified by a registered land <br />surveyor or professional engineer and certified by same. When <br />floodproofing is utilized for a particular building, the certification <br />shall be prepared by or under the direct supervision of and certified <br />by a professional engineer or architect and certified by same. Any <br />work undertaken prior to submission of the certification shall be at <br />the permit holder's sole risk. <br />b. The City Engineer shall review the floor and floodproofing elevation <br />survey data as submitted. Deficiencies detected by such review <br />shall be corrected by the permit holder immediately, and prior to <br />further progressive work being permitted to proceed. Failure to <br />submit the survey or failure to make the corrections required by this <br />Section shall be cause for the City Engineer to issue a stop work <br />order for the project. <br />SECTION 4. Section 46 -39, Duties of City Engineer, of Chapter 46, Article II <br />shall be amended as follows: <br />46 -39. DUTIES OF CITY ENGINEER. Duties of the City Engineer shall include <br />but not be limited to the following: <br />(1) Reviewing all development permits certified plans, and specifications to <br />ensure that the permit requirements of this Chapter have been satisfied <br />and to assure sites are reasonably safe from flooding. <br />(2) Advising permittees that additional federal or state permits may be <br />required, and, if special federal or state permits are hewn— necessary, <br />require that copies of those permits be provided and maintained on file <br />with the development permit. <br />
