this ordinance is presumed to be in violation until such time as that documentation is <br />provided. <br />Watercourse means a lake, river, creek, stream, wash, channel or other topographic <br />feature on or over which waters flow at least periodically. Watercourse includes <br />specifically designated areas in which substantial flood damage may occur. <br />Water surface elevation means the height, in relation to the North American Vertical <br />-Datum (NAVD) of 1988, of floods of various magnitudes and frequencies in the <br />floodplains of coastal or riverine areas. <br />SECTION 2. Section 46 -8, Basis for establishing areas of special flood hazard; <br />adoption of flood hazard maps, of Chapter 46, Article I shall be amended as follows: <br />46 -8 BASIS FOR ESTABLISHING AREAS OF SPECIAL FLOOD HAZARD: <br />ADOPTION OF FLOOD HAZARD MAPS. The areas of special flood hazard identified <br />by the Federal Emergency Management Agency for the City of Casselberry its flood <br />hazaFd boundary study dated july2, 1980, in the Seminole County Flood Insurance Study <br />dated September 28, 2007 with accompanying maps Flood Insurance Rate Map panels <br />for the City of Cassel berry (panels 0155. 0165, 0170. 0255. and 02601 and other <br />supporting data, and any revisions thereto, are adopted by reference and declared to be <br />a part of this Chapter. <br />SECTION 3. Section 46 -38, Application for development permit, of Chapter 46, <br />Article II shall be amended as follows: <br />46 -38. APPLICATION FOR DEVELOPMENT PERMIT. Application for a <br />development permit shall be made to the City Engineer, on forms furnished by him, prior <br />to commencement of any development activities, and shall include but not be limited to <br />written plans in duplicate, drawn to scale, showing the nature, location, dimensions and <br />elevations of the area in question; and existing or proposed structures, fill, storage of <br />materials and drainage facilities and their location. Specifically, the following information <br />is required: <br />(1) Application Stage. The following are required at the application stage: <br />a. Elevation in relation to m°°° sea' NAVD 1988 of the proposed <br />lowest floor, including basement, of all buildings. <br />b. Elevation in relation to m °n° sea level NAVD 1988 to which any <br />nonresidential building will be floodproofed. <br />C. A certificate from a registered professional engineer or architect <br />that the nonresidential floodproofed building will meet the <br />floodproofing criteria in section 46 -625. <br />
