D., P.E., CFM <br />City Engineer <br />City of Casselberry <br />95 Triplet Lake Drive <br />Casselberry, FL 32707 <br />ORDINANCE 07 -1221 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, <br />FLORIDA, SPECIFICALLY AMENDING CHAPTER 46 <br />FLOODS, ARTICLE I, SEC. 46 -1, DEFINITIONS; SEC. 46- <br />8, BASIS FOR ESTABLISHING AREAS OF SPECIAL <br />FLOOD HAZARD; ADOPTION OF FLOOD HAZARD <br />MAPS; ARTICLE 11, SEC. 46 -38, APPLICATION FOR <br />DEVELOPMENT PERMIT; SEC. 46 -39, DUTIES OF CITY <br />ENGINEER; ARTICLE III, SEC. 46 -61, GENERAL <br />STANDARDS; SEC. 46 -62, SPECIFIC STANDARDS; SEC. <br />46 -63, STANDARDS FOR STREAMS WITHOUT <br />ESTABLISHED BASE FLOOD ELEVATION OR <br />FLOODWAY; SEC. 46 -64, STANDARDS FOR <br />SUBDIVISION PROPOSALS; SEC. 46 -65, STANDARDS <br />FOR AREAS OF SHALLOW FLOODING; CREATING <br />ARTICLE III, SEC. 46 -66, SPECIFIC STANDARDS FOR A <br />ZONES WITHOUT BASE FLOOD ELEVATIONS AND <br />REGULATORY FLOODWAYS; TO CORRECT GLITCHES <br />AND MAKE MISCELLANEOUS ADJUSTMENTS; <br />PROVIDING FOR SEVERABILITY, CODIFICATION, <br />CONFLICTS, AND AN EFFECTIVE DATE. <br />WHEREAS, the flood hazard areas of the City of Casselberry are subject to <br />periodic inundation which may result in loss of life and property, health, and safety <br />hazards; disruption of commerce and governmental services; extraordinary public <br />expenditures for flood protection and relief; and impairment of the tax base, all of which <br />adversely affect the public health, safety, and general welfare of the citizenry; and <br />WHEREAS, these flood losses are caused by the cumulative effect of <br />obstructions in floodplains causing increases in flood heights and velocities, and by the <br />occupancy in flood hazard areas by uses vulnerable to floods or hazardous to other <br />lands which are inadequately elevated, floodproofed, or otherwise protected from flood <br />damages; and <br />WHEREAS, updates to the City's flood regulations are required to meet Federal <br />and State of Florida regulations, and to allow for continued participation in the National <br />Flood Insurance Program; and <br />
