health, welfare and safety of the citizens of the City of Casselberry, and in particular to <br />protect the public health, welfare and safety of the citizens, and the value, use and <br />enjoyment of real property in the City of Casselberry during the interim period described in <br />this Ordinance, and thus defer official governmental action until the City of Casselberry has <br />properly reviewed, studied, held public hearings and adopted amendments, if any, to the <br />City of Casselberry Unified Land Development code, as necessary. <br />SECTION 3. DEFINITIONS. <br />(a) Body piercing salons: a place of business where the puncturing or cutting of <br />a part of the human body to create an opening in which jewelry may be worn is provided. <br />(b) Development order means any order granting, denying, or granting with <br />conditions an application for permit. <br />(c) Issuance of any business tax license, permit, conditional use approval, site <br />plan approval and any other official action of the City of Casselberry: means any <br />application for business tax, building permit, conditional use review, site plan review, or any <br />other application of the City of Casselberry having the effect of permitting or allowing the <br />construction or operation of pawn shops, tattoo parlors and used automotive sales <br />businesses. <br />(d) Moratorium area: means all real property that is within the corporate limits of <br />the City of Casselberry, Florida. <br />(e) Pawn shop. A business that offers monetary loans in exchange for an item <br />of value that is given to the pawn broker. If an item is pawned for a loan, within a certain <br />contractual period of time the pawner may purchase it back for the amount of the loan plus <br />some agreed -upon amount for interest. If the loan is not paid (or extended, if applicable) <br />within the time period, the pawned item will be offered for sale by the <br />pawnbroker /secondhand dealer. <br />(f) Tattoo parlors (also tattoo shop or tattoo studio). A place of business where <br />people receive permanent decorative tattoos from a tattoo artist. <br />(g) Used automotive sales. A place of business used primarily for the sale of <br />vehicles that have had one or more previous owners. <br />SECTION 4. IMPOSITION OF MORATORIUM. <br />For a period of 175 days from and after the adoption date of this Ordinance, ending <br />at 11:59 p.m. on Monday, March 22, 2010: <br />Ordinance 09 -1302 <br />Page 3 <br />
