ORDINANCE 14 -1414 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING ARTICLE VII "GENERAL REGULATIONS" OF THE <br />CITY'S UNIFIED LAND DEVELOPMENT REGULATIONS TO ADD <br />SECTION 2 -7.32, "LAKE CONCORD OVERLAY DISTRICT <br />STANDARDS ", TO ESTABLISH DESIGN STANDARDS; AMENDING <br />THE OFFICIAL ZONING MAP, AS ESTABLISHED IN ARTICLE IV, <br />SECTION 2 -4.3, AS AMENDED AND SUPPLEMENTED, TO ADD THE <br />"LAKE CONCORD OVERLAY DISTRICT" TO INCLUDE THE <br />PARCELS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />AMENDING ARTICLE XXI, SECTION 5- 21.2., "DEFINITION OF <br />TERMS," TO ADD ASSOCIATED DEFINITIONS; AND PROVIDING <br />FOR CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE <br />DATE. <br />WHEREAS, the City of Casselberry's Comprehensive Plan, Future Land Use Objective <br />FLU 2, encourages the development and redevelopment of underutilized areas and encourages <br />the City to be flexible for underutilized parcels when redeveloping; and <br />WHEREAS, Future Land Use Policy 7.5 `Urban Design Standards' of the City's <br />Comprehensive Plan requires the City to adopt unified urban design standards for the overlay <br />districts to allow more flexibility from regulations within the City Code and to create higher <br />design standards than required within the City Code; and <br />WHEREAS, the City Commission adopted guiding principles for the development of the <br />underutilized properties around City Hall on May 14, 2012; and <br />WHEREAS, the Casselberry City Commission approved Ordinance 14 -1413 for the <br />creation of an overlay district known as "Lake Concord Overlay District" as part of its <br />Comprehensive Plan and Future Land Use Map; and <br />WHEREAS, the City wishes to create a set of design standards for the "Lake Concord <br />Overlay District" to encourage development of an urban realm within the LCOD including those <br />properties specifically described in Section I; and <br />WHEREAS, the Lake Concord Overlay District design standards will not exceed the <br />designated Future Land Use standards of the City's Comprehensive Plan, and <br />WHEREAS, written notice was posted upon property within the Lake Concord Overlay <br />District, mailed to the owners of property included within the overlay district, and notice was <br />mailed to the property owners of record within five hundred (500) feet of the subject properties; <br />and <br />WHEREAS, Chapter 66, Article II, Section 66 -58 of the City Code and Chapter I, <br />Article I, Section 1 -2.6 of the City's Unified Land Development Regulations authorizes the <br />
