SECTION III. Article XIII, "Landscaping," Part III - Unified Land Development <br />Regulations, of the Code of Ordinances of the City of Casselberry, Florida, is hereby repealed. <br />SECTION IV. The Code of Ordinances of the City of Casselberry, Florida is hereby <br />amended by adding a new article to be entitled Article XIII, "Landscaping," Part III - Unified <br />Land Development Regulations, which Article shall read as follows: <br />Section 3 -13.1. Applicability. <br />This ordinance shall be applicable to all land lying within the incorporated area of the <br />City of Casselberry, Florida. If provisions of this Article conflict with other land <br />development regulations, the more restrictive provisions shall apply. <br />Section 3 -13.2. Purpose and intent. <br />A. Purpose. The purpose of these regulations is to establish minimum standards for the <br />installation and maintenance of landscaping on properties within the City. <br />B. Intent. These regulations have been established to create, enhance, protect and <br />preserve landscaping. Open space and spaces between buildings required by this <br />Article shall provide landscaping which enhances the aesthetics of the site, provides <br />adequate light and air, provides appropriate separation between buildings and uses, <br />creates screening and enhances privacy, provides sufficient area for recreation and <br />leisure pursuits and facilitates surface water drainage. <br />Section 3 -13.3. General Regulations. <br />The following general regulations shall apply to all landscaped areas: <br />A. Florida - friendly landscaping. All developments shall incorporate tolerant, native and <br />noninvasive exotic plants in landscape plans as a water conservation measure. <br />Landscape designs shall incorporate appropriate plant material which will survive and <br />flourish with comparatively little supplemental irrigation. A list of plants which <br />require minimal water can be found in the most up to date version of the "Florida - <br />Friendly Landscaping Guide to Plant Selection & Landscape Design" - University of <br />Florida, Institute of Food & Agricultural Sciences (IFAS). Selection should be based <br />on: <br />I. Appropriate plant selection, location, and arrangement <br />2. Land clearing standards and preservation of native vegetation <br />3. Site planning and design <br />4. Efficient irrigation & water conservation measures <br />5. Reduction of stormwater run -off <br />6. Yard waste management <br />7. Fertilizer & pesticide management <br />8. Landscape maintenance <br />9. Shoreline considerations <br />B. Nuisance and invasive exotic vegetation. All nuisance and invasive exotic vegetation <br />on new development sites shall be removed prior to the issuance of a certificate of <br />occupancy.
