through the use of landscaping and other appropriate barriers; and <br />WHEREAS, the City wishes to ensure maintenance of all landscaping which is part of <br />an approved landscape plan through the use of "Florida- Friendly Landscaping "; and <br />WHEREAS, for consistency and ease of use, Section 3 -10.7 "Open Space" and Section <br />3 -10.8 "Required Screening of Residential and Non - Residential Uses" was incorporated into <br />Article XIII - Landscaping; and <br />WHEREAS, the measurement of trees will be changed from diameter at breast height to <br />caliper to be in line with industry standard; and <br />WHEREAS, Appendix A shall be repealed and replaced with a reference to "Florida - <br />Friendly Landscaping "; and <br />WHEREAS, reference is made to more up to date plant lists, including the "Florida <br />Exotic Pest Plant Council (FEPCC) Invasive Plant List" and "Florida- Friendly Landscaping <br />Guide to Plant Selection & Landscape Design ", provided by the University of Florida, Institute <br />of Food & Agricultural Sciences (IFAS).; and <br />WHEREAS, this section encourages the use of innovative designs for retention systems; <br />and <br />WHEREAS, the City wishes to create a clear, consistent and fair code which aims to <br />meet its goals of tree protection, landscape requirements, tree replacement options, buffering <br />between properties, feasible tree replacement and efficient staff involvement; and <br />WHEREAS, the City finds the update to Article XIII `Landscaping' to be consistent with <br />the Comprehensive Plan; and <br />WHEREAS, the Casselberry Planning and Zoning Commission Local Planning Agency <br />has held a public hearing with due public notice to consider this text update and revision; and <br />WHEREAS, the City Commission of the City of Casselberry, Florida, held two public <br />hearings with due public notice to consider the ULDR text amendment; and <br />WHEREAS, words with double underlined type shall constitute additions to the original <br />text and stf ike thfough shall constitute deletions to the original text. <br />NOW, THEREFORE, BE IT ENACTED by the City Commission of the City of <br />Casselberry, Florida: <br />SECTION I. Section 3 -10.7, "Open Space," Part III - Unified Land Development <br />Regulations, of the Code of Ordinances of the City of Casselberry, Florida, is hereby repealed. <br />SECTION II. Section 3 -10.8, "Required Screening of Residential and Nonresidential <br />Uses," Part III - Unified Land Development Regulations, of the Code of Ordinances of the City <br />of Casselberry, Florida, is hereby repealed. <br />Ordinance 15 -1418 <br />Page 2 <br />
