b. Persons wishing to be heard shall be recognized by the Mayor by raising their hand or <br />standing. Each person recognized for the purpose of addressing the Commission <br />shall step forward to the podium and microphone, identify himself or herself by name <br />and address for the record, and present his or her item. Each person shall be allotted <br />three (3) minutes to speak. The Mayor will allow additional time to speak for quasi - <br />judicial matters or other special circumstances as they may arise. <br />c. Persons introducing items which are lengthy in content and /or technical in nature <br />(containing many detailed points) shall be encouraged to submit such issues or items <br />in writing the City Clerk, for dissemination to the Commission according to normal <br />distribution policies and rules. Such submission shall include the name and address <br />of the submitting person. <br />d. "Citizens Comments" will be included on every City Commission agenda. Input and <br />issues from members of the audience regarding any item not on the agenda will be <br />received during "Citizens' Comments ". <br />e. In the event that a proposition comes before the Commission for action or for a <br />formal vote that was not on the agenda, then the Mayor will allow public comment on <br />that proposition. <br />f. As provided in Fla. Stat. § 286.0114, public comment will not be heard on: <br />1. Emergency items, meaning an official act that must be taken to deal with an <br />emergency situation affecting the public health, welfare, or safety, if compliance <br />with Fla. Stat. 286.0114 would cause an unreasonable delay in the ability of the <br />Commission to act. <br />2. Ministerial items, meaning an official act involving no more than a ministerial act, <br />including, but not limited to, approval of minutes and ceremonial proclamations. <br />Ministerial items also include motions and questions of parliamentary procedure <br />that do not result in final official action by the Commission. <br />3. Quasi-judicial items. <br />g. Persons in the audience who wish to present additional information and /or questions <br />regarding items on the agenda may do so at the time the particular items is being <br />presented, rather than during the Citizens' Comments portion of the agenda, except <br />Public Hearing items, which are addressed at the time of the Public Hearing and <br />Consent Agenda items, which are received during "Citizens' Comments." <br />h. Workshops. The City Commission holds Workshops to consider certain items which <br />are not ready for official action. Typically the City Commission uses Workshops as <br />an opportunity to discuss these matters among themselves and with City staff. While <br />any member of the public is welcome to provide comments to Commission and staff <br />Adopted via Resolution 15 -2802 on 12/14/15 <br />
