b. Persons wishing to be heard shall be recognized by the Mayor by raising their hand or standing. Each person recognized for the purpose of addressing the Commission shall step forward to the podium and microphone, identify himself or herself by name and address for the record, and present his or her item. Each person shall be allotted three (3) minutes to speak. The Mayor will allow additional time to speak for quasi - judicial matters or other special circumstances as they may arise. c. Persons introducing items which are lengthy in content and /or technical in nature (containing many detailed points) shall be encouraged to submit such issues or items in writing the City Clerk, for dissemination to the Commission according to normal distribution policies and rules. Such submission shall include the name and address of the submitting person. d. "Citizens Comments" will be included on every City Commission agenda. Input and issues from members of the audience regarding any item not on the agenda will be received during "Citizens' Comments ". e. In the event that a proposition comes before the Commission for action or for a formal vote that was not on the agenda, then the Mayor will allow public comment on that proposition. f. As provided in Fla. Stat. § 286.0114, public comment will not be heard on: 1. Emergency items, meaning an official act that must be taken to deal with an emergency situation affecting the public health, welfare, or safety, if compliance with Fla. Stat. 286.0114 would cause an unreasonable delay in the ability of the Commission to act. 2. Ministerial items, meaning an official act involving no more than a ministerial act, including, but not limited to, approval of minutes and ceremonial proclamations. Ministerial items also include motions and questions of parliamentary procedure that do not result in final official action by the Commission. 3. Quasi-judicial items. g. Persons in the audience who wish to present additional information and /or questions regarding items on the agenda may do so at the time the particular items is being presented, rather than during the Citizens' Comments portion of the agenda, except Public Hearing items, which are addressed at the time of the Public Hearing and Consent Agenda items, which are received during "Citizens' Comments." h. Workshops. The City Commission holds Workshops to consider certain items which are not ready for official action. Typically the City Commission uses Workshops as an opportunity to discuss these matters among themselves and with City staff.
