b. While the Commission is in session, those in attendance shall not, by conversation or <br />otherwise, delay or interrupt the proceedings, or the peace of the Commission and <br />shall obey all orders of the Commission or the Mayor. The Mayor shall preserve <br />strict order and decorum at all meetings. <br />c. The purpose of the City Commission public meeting is to discuss official City <br />business and proper decorum must be displayed by all in attendance. Consequently, <br />during the Commission meeting, the City Commission shall not permit a personally <br />abusive attack upon any person during debate or public discussion. Nothing herein is <br />intended to limit or restrain negative, positive or neutral comment about the manner <br />in which an individual employee, officer, or Commission Member carries out his or <br />her duties in public office or employment. <br />d. Conduct contrary to the normal presentation of business during a Commission <br />meeting which disturbs or interrupts the orderly process of the proceeding is a <br />disturbance. No speaker shall make any slanderous or profane remark which disturbs, <br />disrupts or otherwise impedes the orderly conduct of any Commission meeting. No <br />person in the audience at a Commission meeting shall engage in disorderly conduct, <br />including the utterance of threatening or abusive language, whistling or stomping of <br />feet, applause or any other act which disturbs, disrupts, or otherwise impedes the <br />orderly conduct of any Commission meeting or any speaker's presentation. <br />e. Any person who engages in disruptive conduct which impedes the orderly conduct of <br />any Commission meeting shall, at the discretion of the Mayor or a majority of the <br />Commission, be barred from speaking further to that item. <br />f. The rules of decorum shall be enforced in the following manner: <br />1. Warning. The Mayor shall request that a person who is breaching the rules of <br />decorum be orderly and silent. <br />2. If, after receiving a warning from the Mayor, a person persists in disturbing the <br />meeting, the Mayor shall order him /her to leave the Commission meeting. <br />3. If such person does not remove him or herself, the Mayor may request the City <br />Manager to order any law enforcement officer who is on duty to remove that <br />person from the Commission Chambers. <br />6. Citizens' Comments. <br />a. All remarks shall be addressed to the Commission as a body and not to any one <br />member thereof. No person, other than the Commission and the person having the <br />floor, shall be permitted to enter into any debate or discussion, either directly or <br />through a member of the Commission, without the permission of the Mayor. Each <br />speaker will be required to follow general meeting decorum, and limit discussion to <br />the topic(s) they are presenting. <br />Adopted via Resolution 15 -2802 on 12/14/15 <br />
