Planning & Zoning Commission/ <br />Local Planning Agency <br />November 18, 2015 <br />Page 11 <br />findings of fact and conclusions of the staff report dated November 18, 2015, and the conditions outlined in the staff <br />report. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />Eleventh Item of Business: CU 15 -11: 3950 US HWY 17- 92 /Nur Academy. Conditional Use for an Educational <br />Institution in a CG (Commercial General) zoning district. <br />Mr. Dean Fathelbab, Planner I, reviewed the information provided in staffs memorandum dated November <br />18, 2015, and a PowerPoint Presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint Presentation is attached and made a part of the minutes). He said the site is not conducive for stacking <br />of vehicles for student drop -off and pick up so the applicant is aware that parents will need to park and walk the <br />students to the school. Mr. Fathelbab said staff recommends approval based on the findings of fact and conclusions <br />of the staff report dated November 18, 2015, and the conditions outlined in the staff report. <br />A brief discussion ensued regarding the types of subjects that will be taught at the school and the parking <br />requirements for the site. <br />Mr. Henson asked the applicant to come forward. The applicant was not present at the meeting <br />In response to the Commission's question, Ms. Hanna stated that the applicant said the school would focus <br />on holistic sciences and teachings. She said that the applicant said that numerous field trips would be taken to make <br />up for the lack of recreation space at the school. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />A brief discussion ensued regarding the applicant not being present at the meeting. <br />Mr. Henson asked for a motion to address CU 15 -11. Mr. Bryan made a motion that the Planning and <br />Zoning Commission approve CU 15 -11 to allow an educational institution at 3950 US Highway 17 -92; Suite 2000. He <br />said the approval is based on the findings of fact and conclusions of the staff report dated November 18, 2015, and <br />the three conditions of approval outlined in the staff report. Mr. Weinroth seconded the motion. The motion failed <br />with a vote of 5 nays and one aye. <br />
