Planning & Zoning Commission/ <br />Local Planning Agency <br />September 9, 2015 <br />Page 5 <br />Mr. McDaniel said the rear of the garage buildings that face the park will provide a canvas for murals. He <br />said the landscaping around the garage buildings could be shifted to accommodate the murals. Mr. McDaniel said <br />this is not a gated community; however there will be access control to each building for security purposes. <br />Mr. McDaniel explained that the type of unit dictates the type of window used in their projects. He said the <br />narrow windows on this project are used to provide light in the bedrooms but to eliminate seeing the back of the <br />headboard. He said additional detail was added to give the appearance of a larger window. <br />Mr. McDaniel felt the restriction of using the historic colors limits the project. He said they would like to take <br />the elevations to the City Commission with a provision that a different color palette could be proposed at a later time. <br />Mr. John Cunningham, Aci Architects, 955 North Pennsylvania Avenue, Winter Park, Florida came forward. <br />Mr. Cunningham explained that there was an original site plan that allowed for the 6' aisle but when the additional <br />borings were done midway through the design it became apparent that there was more muck than originally <br />anticipated and the buildings needed to be reconfigured. He said at that time the plat had been established with the <br />property lines and setback requirements. Mr. Cunningham said it was designed to get as much green area in the <br />park and to meet the parking count. Mr. Cunningham referenced Part II, page 12, item C of the Overlay Design <br />Standards which states: where landscaping is better provided in a congregational location to serve the public interest <br />options for alternative parking design may be provided. He said there is leniency in the Overlay District that has been <br />adopted to allow for that. <br />Mr. Cunningham reviewed the revised elevations for the apartments and Lake Concord Park (a copy is <br />attached and made a part of the minutes). A brief discussion ensued regarding the design of the garages, the roofing <br />material, roof access, the number and size of the elevators, and the framing materials. <br />In response to the Commission's question, Mr. McDaniel said that the development was limited to 203 units. <br />He said the original design was to have smaller carriage type homes but due to the muck issues those units were <br />consolidated to make up the fourth building. The access to the pool area was discussed and the fencing material <br />being used on the eastern edge of the property. A brief discussion ensued regarding the revised elevations that were <br />presented at tonight's meeting. <br />The Commission expressed a concern with the limited amount of time for them to review the agenda packet. <br />A general discussion ensued regarding the design of the project and the various building materials being used. <br />
