Planning & Zoning Commission/ <br />Local Planning Agency <br />September 9, 2015 <br />Page 4 <br />Mr. Woodruff explained that the Development Review Committee reviewed the plans on September 3, 2015 <br />and the Committee provided a recommendation of approval to the Planning and Zoning Commission subject to the <br />conditions that were noted within the September 3, 2015 Development Review Committee Response Letter. <br />Mr. Woodruff requested the Planning and Zoning Commission provide a recommendation to the City <br />Commission for SPR 15 -08 based on the site plan dated August 10, 2015, and the findings of fact and conclusions of <br />the information provided in the staff report as presented at tonight's meeting. <br />Mr. Woodruff said that the applicant will be presenting additional information to the Commission. A brief <br />discussion ensued regarding the size of the parking spaces, access to the site, setback waivers, parking for the park <br />area, and the design of the parking garages. <br />A brief discussion ensued regarding the size of the agenda packet and the limited amount of time that the <br />Planning and Zoning Commission had to review the documents. <br />Mr. Henson asked the applicant to come forward. Mr. David McDaniel, Integra Land Company, 1525 <br />International Parkway, Lake Mary, Florida came forward. Mr. McDaniel explained that the overall site is extremely <br />tight and difficult to fit in the apartment buildings, the park and the commercial development. <br />He said there is only so much room between the east property line and the west property to accommodate <br />the buildings and the parking spaces that are required. He said it forced some decisions and constraints. He said <br />the parking area was redesigned to plant the landscaping in front of the building and the addition of the diamonds <br />between the parking spaces provided the tree canopy that the head to head parking island would have provided. He <br />said parking spaces were eliminated to create some landscape islands. Mr. McDaniel said there will be shade and <br />greenery within the parking area. <br />Mr. McDaniel reviewed the parking for the site. He said the site meets the 1.75 required parking spaces and <br />there are 21 additional parking spaces. He reviewed the garage layout for the site. He said that the garages are <br />located so that any resident would be in close proximity to a garage. He said the location of the garages also <br />provides a buffer for the park and the parking lot. <br />
