Planning & Zoning Commission/ <br />Local Planning Agency <br />September 9, 2015 <br />Page 10 <br />mixed -use center at Lake Concord Park (SPR 15 -11) based on the site plan dated August 10, 2015, the findings of <br />fact and conclusions of the information provided in the staff report dated September 9, 2015, and subject to the six <br />conditions outlined in the staff report. Mr. Bakalla seconded the motion. The motion passed unanimously by voice <br />vote. <br />Tenth Item of Business: SP 15 -04: Lake Concord Park Plat. Request to subdivide several City owned <br />parcels located at the intersection of U.S. Highway 17 -92 and Triplet Lake Drive. <br />Mr. Marty Pawlikowski, Construction and Permitting Manager, reviewed the information provided in his <br />memorandum dated September 9, 2015, to the City of Casselberry Planning and Zoning Commission. Mr. <br />Pawlikowski explained that the plat needs to be recorded in order to convey the parcels to the residential and <br />commercial developer. He said the purchases will be made by the recorded lots that were created by this plat. Mr. <br />Pawlikowski explained that the plat encompasses all the parcels to create the new realigned Triplet Lake Drive with <br />the dedicated right of way and the essential parcels that are required to convey property to the other developers. <br />Mr. Pawlikowski stated that the application was reviewed by the City Attorney, the City Surveyor and the <br />Public Works Department and there is a recommendation for approval with two conditions. <br />A general discussion ensued regarding Lot 2 on the plat encroaching on the Casselberry Golf Course <br />property. Ms. Reischmann said that a very detailed survey of the Lake Concord property and the Casselberry Golf <br />Course property did not show that the property was encroaching in to the golf course property. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SP 15 -04. Mr. Phillips made a motion that the Planning and <br />Zoning Commission chooses to recommend approval to the City Commission for SP 15 -04 for Lake Concord Park <br />Unit 1, A Replat. He said the approval is based upon the plat dated September 2015, the findings of fact and <br />conclusions of the staff report dated September 9, 2015, and the two conditions outlined in the staff report. Mr. Bryan <br />seconded the motion. The motion passed unanimously by voice vote. <br />Eleventh Item of Business: LPA 15.06: Amendments to the City of Casselberry Unified Land Development <br />Regulations, Chapter II — District and General Regulations, Article V- Zoning District Regulations; Section 2- <br />5.3, Table 2.5.3 (Land use by District) and Section 2 -5.4, Table 2 -5.4 (Size and Dimension regulations). <br />
