Ms. Reischmann further recommended that any communications received by Committee <br />Members that related in any way to City business, be forwarded to the City Clerk's Office to be retained as a <br />public record. <br />5. OVERVIEW OF CHARTER REVIEW PROCESS <br />Ms. Gardner gave an overview of the charter review process, including establishment of the current Charter <br />Review Committee by resolution, overview of the charter review process, and a brief history of earlier reviews <br />of the City's Charter. She also reviewed the components of the Charter Review Committee handbooks which <br />had been distributed to the Committee Members and included the following components: Member List; <br />Resolution 15 -2752 (Establishing a Charter Review Committee); Code of Boardsmanhip; Meeting Schedule; <br />City Attorney letter to Charter Review Committee regarding the Charter Review process and duties of the <br />Charter Review Committee members; Current Casselberry City Charter; National Civic League Model City <br />Charter; Sections 101.161 7 166.031, Florida Statutes; Guide to the Sunshine Amendment & Code of Ethics; <br />2015 Open Government overview; and tabs for agendas, minutes and miscellaneous information and notes. <br />Ms. Gardner then advised that the Charter Review Committee would present its final report and <br />recommendations to the City Commission no later than January 25, 2016, and after the report was accepted by <br />the Commission the Charter Review Committee's duties would have been completed and the Committee would <br />be sunsetted (terminated) and all records given to the City Clerk as custodian. The City Commission would <br />then review the report and determine whether the existing Charter should be amended or revised. <br />Ms. Reischmann and Ms. Gardner provided general background information on municipal charters, <br />emphasizing that charters are like the constitutions of local governments and are a framework for how the <br />government is to be run; however, many things are not set out in the Charter but are done by ordinance, <br />reorganization of departments, changes in elected officials, etc. Ms. Reischmann added that there were, in fact, <br />certain things which the Legislature prohibited being amended by Charter, such as putting a ceiling on ad <br />valorem taxes or amending the Comprehensive Plan. Ms. Gardner and Ms. Reischmann advised that staff had <br />reviewed the current Charter and would be presenting some proposed changes, in addition to those the <br />Committee may suggest after their review of the current Charter and the model charter. Ms. Gardner urged the <br />Committee Members to review the existing Charter, the model charter and the related statutes contained in <br />their handbooks prior to the next meeting and to bring any questions, concerns or proposed changes up at that <br />time. <br />6. MEETING SCHEDULE <br />Ms. Gardner briefly explained the procedure which would be followed for conduct ofthe meetings, noting that <br />she and Ms. Reischmann would be facilitating, so it would not be necessary to select a Chair and Vice - Chair. <br />Discussion: A brief discussion ensued, after which it was agreed to set the next meeting for Thursday, <br />September 24, 2015 at 5:30 p.m. in the Police Department Multi- Purpose Room, and to determine a schedule <br />for additional meetings at that meeting after everyone had an opportunity to review their calendars.
