Mr. Henson stated the Chair was open for a motion on the approval of minutes for the meeting held on Wednesday, August 13, 2014. Mr. Bryan moved to accept the August 13, 2014 minutes. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. Fourth Item of Business: Disclosure of Ex Parte Communications. No disclosure of Ex Parte Communications was made by the Commissioners. Fifth Item of Business: SPR 14 -09: AT &T. Major site plan review for a 3,004 square foot commercial building on a prepared Oxford Square parcel with an additional 13 parking spaces. Property located next to Bojangles at 200 State Road 436. Ms. Marie Regan, Planner II, reviewed the information provided in her memorandum dated September 10, 2014, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission. She said the Planning and Zoning Commission approval of SPR 14 -09, site plan for AT &T retail store at 202 State Road 436, should be based on the information provided in the staff report dated September 10, 2014, the site plan dated August 11, 2014, the building elevations, and the following conditions: 1. All landscaping must be maintained in a neat, orderly, and healthy condition. 2. All Public Works issues must be addressed prior to issuance of a site construction permit. 3. All conditions must be fully executed or the site plan becomes null and void. 4. The site plan is valid for one year. Failure to obtain a building permit within one year will result in the expiration of the site plan approval. Mr. Henson asked the applicant to come forward. Mr. Bob Ziegenfuss, 708 Colonial Drive, Orlando, Florida came forward. Mr. Ziengenfuss said he was available to answer any questions. There were no questions for the applicant. Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. Mr. Henson asked for a motion to address SPR 14 -09. Mr. Bryan made a motion that the Planning and Zoning Commission approve SPR 14 -09, site plan for AT &T retail store at 202 State Road 436, based on the information provided in the staff report dated September 10, 2014, the site plan dated August 11, 2014, the building elevations, and the four conditions of approval outlined in the staff report. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote.
