He said that the City has not <br />been taking care of the trees in the City. <br />Mr. Fraleigh said if there is a board it should consist of a majority of City residents. He said the City is being ruled by <br />developers and builders for their best interest and not the best interest for the residents. Mr. Fraleigh felt it was foolish to <br />have different rules for residential and commercial sites and the rules should be the same. <br />A brief discussion ensued regarding the under utilization of the City's reclaimed water, the St. Johns River Water <br />Management District watering restrictions and variances to the watering restrictions. The Commission expressed their <br />appreciation for staffs hard work in updating the landscape and tree protection portion of the City Code. <br />Mr. Meadows asked for a motion to address LPA 14 -02, Mr. Bryan made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for LPA 14 -02 to adopt the draft ordinances for <br />Article XIII Landscaping and Article XIV Tree Protection as part of the Casselberry Code of Ordinances, as provided in the <br />draft ordinances attached to the staff report. Mr. Bakalla seconded the motion.
