Planning & Zoning Commission/ <br />Local Planning Agency <br />June 11, 2014 <br />Page 3 <br />the process for retaining specimen trees on sites and possible clarification to the wording of landowner referenced in Article <br />XIV Tree Protection, Section 3 -14.1 Applicability. <br />In response to the Commission's question regarding the period of time the property owner must guarantee survival of <br />a retained or replacement tree in Section 3 -14.6, Ms. Regan said that the tree must be retained in perpetuity. The <br />Commission noted that there was a conflict with the time frame within the Code for retaining trees. <br />A general discussion ensued regarding adjusting the permitting fees due to the amount of additional work required by <br />staff. In response to the Commission's question regarding the use of the St. John's River Water Management District watering <br />requirements in lieu of the City requirements, Ms. Regan said that she would do some additional research on this item. <br />A general discussion ensued regarding Section 3 -14.8 Tree replacement requirements with /without an approved <br />landscape plan, the ability to use shrubs in lieu of trees for replacement purposes, requiring replacement trees planted in <br />specific areas, and providing staff the flexibility to work with the applicant regarding replacement of shrubs in lieu of trees in <br />certain situations. <br />It was decided that staff would address tonight's questions and provide an ordinance for the landscape and tree <br />protection for review at the next Planning and Zoning Commission meeting. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry suggested <br />the Commission evaluate the end result for tree replacement requirements. He said he didn't think that residential properties <br />should be required to replace trees due to the cost. Mr. Casselberry said trees provide a value in reducing electricity costs. <br />He said the asphalt at commercial sites heats up the air and shading the asphalt is a benefit. He felt that 30% to 40% canopy <br />coverage for commercial sites would be good. <br />Mr. Dave Henson, 233 Bridle Path, Casselberry, Florida came forward. Mr. Henson said that this is a work in <br />progress and it will continue to be something that will need to be tweaked. Mr. Henson said he would like to see something in <br />the Code for lots that have been cleared. <br />Eighth Item of Business: Other Business <br />
