Planning & Zoning Commission/ <br />Local Planning Agency <br />May 14, 2014 <br />Page 3 <br />the City harassed them because the Mayor lived in that area. He said the harassment extended the length of that <br />construction project by two months. <br />A brief discussion ensued regarding the time frame for the Habitat for Humanity construction projects and <br />possible revisions to the City Code addressing construction noise generated by homeowners /residents. <br />Mr. Meadows asked for a motion to address BA 14 -01. Mr. Bryan made a motion that the Planning and <br />Zoning Commission approve BA 14 -01. Mr. Van Meter seconded the motion. The motion passed unanimously by <br />voice vote. <br />Sixth Item of Business: CU 14.07 — 570 South Triplet Lake Drive - Sheffield: Conditional use request for a <br />residential dock. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated May 14, 2014, <br />to the City of Casselberry Planning and Zoning Commission. Mr. Sorensen explained that the dock would only <br />extend 20 feet into the water. He said the City Code requires dock lighting for docks over 20 feet. Mr. Sorensen said <br />that the City Engineer is not requiring lighting on this dock because the dock does not exceed 20 feet. <br />He said Staff recommends approval of the request with the following conditions of approval with the <br />omission of number 3: <br />1. The conditional use shall be limited to the proposed dock structure. The dock shall not be enlarged or <br />enhanced in any way without additional conditional use approval by the Planning and Zoning <br />Commission, <br />2. The construction and maintenance of the dock shall be in accordance with the requirements of all <br />applicable state agencies, the City Engineer's conditions of approval, and the City's ULDR. <br />3, The applicant shall inGOrpeFate deG-k lighting inte the plarls prier te submifting foF a building <br />permit. This lighting shall illuminate the entiFe length ef the dGGk as reqUiFed by SeGt'E)n 94 6. <br />4. A building permit for the dock shall be obtained within 90 days of the approval and a final inspection <br />shall be obtained within 180 days of the issuance of the building permit. <br />5. All of the above conditions shall be fully and faithfully executed or the conditional use shall become <br />null and void. <br />After a brief discussion regarding the shore line determination, Mr. Meadows asked the applicant to come <br />forward. Mr. Mike Sheffield, 570 South Triplet Lake Drive, Casselberry, Florida came forward. In response to the <br />applicant's question regarding reducing the width of the dock, Mr. Sorensen said that would change the City <br />Engineer's conditions of approval and that the applicant could work that out with the City Engineer. In response to <br />the Commission's question, Ms. Robin McKinney, Attorney, said this item would not require additional review by the <br />
