Planning & Zoning Commission/ <br />Local Planning Agency <br />May 14, 2014 <br />Page 2 <br />Mr. Hale disclosed that he spoke with a volunteer for Habitat for Humanity regarding the construction on the <br />Antigua Bay site. <br />Ms. Sandra Smith, Community Development Director, introduced Mr. Chad Lingenfelter, Development <br />Services Manager, to the Planning and Zoning Commission. <br />Fifth Item of Business: BA 14 -01 -1481 Park Drive, 1521 Oak Lane, and Antiqua Bay - Habitat for Humanity <br />Appeal to receive a special permit to engage in construction work on the weekend. <br />Mr. Jason Sorensen, Planner I, reviewed the information provided in his memorandum dated May 14, 2014, <br />to the City of Casselberry Planning and Zoning Commission. Mr. Sorensen reviewed a PowerPoint Presentation that <br />outlined the proposed hours of construction for the three sites (a copy is attached and made a part of the minutes). <br />He said Staff recommends approval of the applicant's request. Mr. Sorensen explained that the applicant would be <br />required to obtain a special event permit for the construction activities. He said that would provide notification to the <br />other city departments of the construction activity and to assist in managing the parking at the construction sites. <br />A brief discussion ensued regarding the required special event permits, construction activity on the Antigua <br />Bay site, whether the noise ordinance applies to homeowners /residents and notification of the construction hours to <br />the adjacent residents. <br />Mr. Meadows asked the applicant to come forward. Ms. Kelly Pisciotta, 251 Maitland Avenue, Altamonte <br />Springs, Florida came forward. In response to the Commission's question regarding notification of the construction <br />activities to the adjacent neighbors, Ms. Pisciotta explained that they canvassed the neighborhoods with a letter <br />explaining the work schedule and for the most part received positive responses. <br />In response to the Commission's question regarding the noise ordinance for other jurisdictions, Ms. Pisciotta <br />said that they have only encountered the noise issue with Casselberry. She said that the contractors for the two <br />single family homes would be using power tools which would eliminate some of the noise and the big work on the <br />Antigua Bay project would be done during the week. <br />Mr. Meadows asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br />to, the request. Mr. James Fraleigh, 23 Teresa Court, Casselberry, Florida came forward to speak against this <br />request. Mr. Fraleigh said that the construction of the Jehovah's Witness building used volunteers and he felt that <br />
