Community Redevelopment Agency <br />April 17, 2014 <br />Page 4 of 9 <br />Mr. Newlon said there are representatives from ACi, AVCON and Land Tech Landscape Architects at <br />today's meeting. Mr. Newlon introduced Mr. Scott Weber, ACi Architect, to the CRA Board. Mr. Weber made a <br />PowerPoint Presentation to the Board on the proposed design of Concord Village (a copy is attached and made a <br />part of the minutes). <br />Mr. Clint Pletzer, AVCON, reviewed the proposed road alignment and estimated costs that were included in <br />the PowerPoint Presentation. He explained that the plans are at 30% completion and there could be some small <br />changes but feels confident in the cost estimate. Mr. Pletzer said there are some opportunities to reduce the cost of <br />the project such as using smaller plantings. A brief discussion ensued regarding other cost saving opportunities such <br />as reducing the brick threshold and to increase the spacing of the lights. <br />Mr. Newlon said that the plans are at 30% completion and if additional costs are added with the completion <br />of the plans the City would be in a position to absorb those costs. Mr. Newlon said that it is not included in the plans <br />but the City is in favor of paying Duke Energy to put the power lines underground along Triplet Lake Drive which <br />would add to the cost of the project. <br />Mr. Newlon explained that moving this project forward hinges on the realignment of Triplet Lake Drive. He <br />said if Triplet Lake Drive is realigned, it will put the City in a position to close negotiations with the developers to get <br />the adjacent property developed. Mr. Newlon said that it will be a $30 - $40 million addition to the City's tax base and <br />a big stimulus to the corridor to attract attention to Casselberry and hopefully lead to more development. Mr. Newlon <br />explained that the realignment is not something the developers asked for and it was not built into their business plan. <br />He said the realignment is needed to advance the project and hold the support of the Commissioners. Mr. Newlon <br />said the realignment will cost $1.4 million and he is requesting the CRA pay $1 million towards the project. He said <br />that no money would be taken from the CRA's budget until all the developer negotiations are concluded and all their <br />entitlements have been given so they are in a position to buy land and develop the project. He said any costs for <br />planning will be paid by the City. <br />Mr. Newlon said that the City Commission held a workshop in April to review the plans and the City <br />Commissioners restated that this is the course they want to follow. He said that it was understood from the beginning <br />that if the City was to accomplish this project, it would need serious commitment from the CRA to help fund it. <br />
