Community Redevelopment Agency <br />April 17, 2014 <br />Page 3 of 9 <br />Mr. Dudgeon explained that it was a bit out of turn and not necessarily in fiscal year 2012/2013 but there is <br />an item on page 3 thanking Mr. John Jones, former Chairman, for all his dedication, leadership and expertise to the <br />CRA Board. <br />Mr. Andrew Jones thanked staff for recognizing his father in the annual report. He said it was with great <br />sadness that his father resigned from the Board and he is honored to take his place. <br />Mr. McGregor asked for a motion for the approval of the annual report. Mr. Alfred made a motion to <br />approve the 2012/2013 CRA Annual Report. Mr. Moore seconded the motion. The motion passed unanimously by <br />voice vote. <br />Eighth Item of Business: CRA Funding — Triplet Lake Drive Realignment <br />Mr. Randy Newlon, City Manager, said the City is working with two developers to develop approximately 20 <br />acres of City and CRA owned properties surrounding City Hall. He said the property contains some areas with muck. <br />He said in order to develop the property, the plan is to convert the muck areas into shared water retention and as an <br />amenity feature. He said the areas surrounding the water bodies would be developed as park space to extend the <br />Lake Concord Park that presently exists behind City Hall. <br />He said the original site plan showed that one of the proposed buildings in the development would take the <br />place of the Public Works Administration Building. He said the Commissioners had some reservations with that <br />design and discussions stalled. Mr. Newlon said in January, 2014 the parties involved agreed on an amended <br />acquisition agreement to reset all the development progress. He said it is necessary to shift the alignment of Triplet <br />Lake Drive to the north and through part of the Public Works Administration Building to make enough room to the <br />south so that all the multi - family units could be clustered together in one area. He said a majority of the City <br />Commissioners agreed with this configuration. <br />Mr. Newlon said that in January the City and the CRA agreed to jointly fund a study to create 30% <br />completion plans for the realignment to determine the feasibility and to provide a reliable estimate on the cost of the <br />realignment. He said the City hired ACi, AVCON and Land Tech Landscape Architects to work jointly to create plans <br />for the configuration of the road. <br />
