(M) The Rate Study has been considered by the City Commission in adopting this <br />Resolution. The apportionment methodology and rate classification system described in <br />the Rate Study and based upon the size of Tax Parcels and Equivalent Residential Units is <br />reasonable and equitable, and will continue to be so as properties within the City develop <br />and change; and it is also manageable and capable of being fairly implemented from year <br />to year without wasteful or extraordinary consumption of resources. <br />(N) The apportionment method described in the Rate Study and adopted in <br />Section 3.03 hereof bears a reasonable relationship to the cost of providing Street Lighting <br />Services. <br />(0) The apportionment method adopted and approved herein shall supplant the <br />methodology set forth in City Resolution No. 09 -2062 and shall be the method utilized in <br />preparation of the Street Lighting Assessment Roll for Fiscal Year 2015 -16 and each Fiscal <br />Year thereafter. <br />(P) It is fair and reasonable to impose Street Lighting Assessments upon <br />Developed Property, apportioned in the manner set forth in Section 3.03 hereof, to fund the <br />Street Lighting Service Cost. <br />[Remainder of page intentionally left blank] <br />
