CITY COMMISSION <br />February 1, 1993 <br />Page 7 <br />4) Phyllis Sheppard, 580 South Triplet Lake Drive, made the following <br />comments: <br />a) She stated that if the Commission was going to regulate the color of adult <br />entertainment establishments, they should also regulate the color of apartment <br />complexes such as Castle Woods, as well. <br />b) She reported illegal snipe signs from Sunset Oaks (located on Sunset Drive), <br />Castle Woods Apartments (located on Seminola Boulevard), and Casselberry <br />Little League (located on Winter Park Drive). <br />c) Mrs. Sheppard felt the numerous American flags displayed in front of the <br />leasing office of Castle Woods Apartments was unpatriotic and in violation of <br />City Code. <br />e) She said that based on her past experience, and observing the Castle Woods <br />Apartments' construction from a distance, she felt the buildings were being poorly <br />constructed. <br />f) Mrs. Sheppard was opposed to the Mayor's January 1, 1993 policy regarding <br />Audience Participation. She asked the City Attorney if he stood behind his May <br />8, 1978 opinion on the subject. Mr. McIntosh replied the opinion he would stand <br />behind is the one he issued on August 6, 1990 regarding public input. Mrs. <br />Sheppard asked the Mayor if the policy applied to all input. Mayor Hillebrandt <br />replied that to everyone equally within reason and the Commission's discretion. <br />g) She said that since the Commission did not reappoint her to the Leisure <br />Services Advisory Board, she would be offering her services to the Parks and <br />Recreation departments of Longwood and Altamonte Springs. <br />5) Ken Lester, Attorney for Pinter Enterprises, Inc. (owners /operators of Club <br />Juana), 6500 South U.S. Highway 17 -92, Fern Park, was concerned with the <br />matters associated with color schemes addressed in Ordinance 755. He stated that <br />certain parts of Club Juana's structure would not be able to conform due to the <br />nature of the building materials. Mayor Hillebrandt stated Ordinance 755 made <br />provisions for such materials in Section 2, subsection d. Mr. Lester asked for <br />guidance as to whether Club Juana's present marquee advertising would be in <br />violation of the advertising provisions of Ordinance 755. Mr. Lester also <br />requested that alternative language for "adult entertainment" be sought. <br />CONSENT AGENDA <br />MOTION: Mr. Henson moved, Mr. McMullen seconded, <br />and motion carried unanimously to amend the <br />Consent Agenda by relettering item c, Special <br />Invoice Report, as item b; and item d, Award of <br />Bid - Fire Station #21 Roof, as item c. <br />
